- Description: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Institute of Neurological Disorders and Stroke (NINDS) Surgical Neurology Branch (SNB) is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. The Surgical Neurology Branch focuses on neurological disorders in which surgery may be called for. Purpose and Objectives: Protocol 11-N-0051 uses a recording amplifier and micro-electrode arrays to capture single unit spiking activity to monitor seizures in patients with epilepsy. As part of protocol 11-N-0051 a recording amplifier and associated micro electrode arrays are used to monitor seizures. Scope of Work: The Surgical Neurology Branch has previously purchased the BlackRock recording amplifier specifically configured to capture data from the micro electrode arrays being requested. To monitor seizures, the Surgical Neurology Branch requires some additional parts for the recording amplifier and micro-electrode arrays. The Cereplex arrays deliver multiplexed digital data to the recording equipment using a proprietary encoding algorithm, and as such, are the only arrays compatible with the existing recording system. They are additionally the only arrays on the market capable of capturing single unit activity from the cortical surface of the brain. These will be used for reading the signals which are digitized on board in a proprietary manner. Only specific components can be used because of the proprietary equipment. Detailed Technical Requirements The following are the minimum specifications for the required microscope: 1.Three Cereplex I pigtail to HDMI adaptors which are compatible with the existing equipment, a NeuroPort System, 256-ch real-time data acquisition system, 1 110-120V. 2.Three Cereplex cables which use ultrathin HDMI A/D and are 8 feet long and are compatible with existing equipment, a NeuroPort System, 256-ch real-time data acquisition system, 1 110-120V. 3.Five Cereplex implantable headstages with platinum tips, length 1.0mm, and 400 um pitch which are compatible with existing equipment, a NeuroPort System, 256-ch real-time data acquisition system, 1 110-120V.. Warranty Requirements A one year warranty which includes complete coverage for parts and service Capability statement /information sought. The respondent's response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to fifteen (15) page limit. The 15-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondent's technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. However, responses to this notice will not be considered adequate responses to a solicitation. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
