- Description
- The Government intends to enter into a firm-fixed-price contract with Motorola Solutions, Inc, 7031 Columbia Gateway Dr FL 3, Columbia, MD 21046-2583. The Mission and Installation Contracting Command (MICC), Fort Campbell, KY, has a requirement for a PMO Motorola GPS Radio Interface upgrade. This upgrade will be used in conjunction with software so that GPS tracking is enabled on radios carried by first responders. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (See (1) attachment - Sole Source J&A). The basis for restricting competition is that Motorola is the only entity authorized to work on the proprietary LMR Trunked System equipment and software presently in use at Fort Campbell. The NAICS code for this procurement is 334220 and the small business size standard is 750 employees. This sole source requirement will be procured under Simplified Acquisition Procedures (FAR 13) using Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Motorola Solutions, Inc. Responses are due by 1100 CST / 27 August 2014.
