Description
This is a synopsis for a commercial acquisition using Simplified Acquisition Procedures under FAR 13.5 Test Program Procedures and FAR Part 12, Acquisition of Commercial Items. THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL QUOTES/PROPOSALS UNTIL THE RFQ IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The Naval Supply System, Fleet Logistics Center Jacksonville Contract Department intends to release Solicitation (N68836-14-T-0250) to support Navy Facilities Engineering Command (NAVFAC), Public Works Department (PWD) Pensacola, Florida ™s requirement to procure the components necessary to provide continuous chilled water to Navy Hospital Pensacola during electrical power outage periods. This requirement includes two primary components; a diesel powered electric generator and a 500 ton air-cooled chiller unit which is powered by the electric generator. The generator shall be able to power the 500 ton air-cooled chiller, 25 hp chilled water pump and potential additional future loads; therefore, the solicitation will require vendors to quote a 1000 kW and 1500 kW generator to permit the Government the option of selecting the optimum sized generator. The goal is to obtain commercially procured, superior quality, diesel powered electric generator, 500 ton air-cooled chiller, and ancillary support equipment that minimizes both overall maintenance and installation costs while maximizing mobility from a single vendor with the capability upon award to support an aggressive F.O.B. Pensacola, FL delivery schedule. Based on market research which includes responses to the sources sought notice posted on FEDBIZOPPS (www.fbo.gov) 18 August 2014 to 21 August 2014, there appears to be sufficient small businesses that have the capability to fulfill this requirement. Therefore, with the concurrence of the NAVSUP FLC Jacksonville small business office, this solicitation will be set-aside for small businesses and is expected to be posted on FEDBIZOPPS (www.fbo.gov) on or shortly after September 8, 2014. The North American Classification System (NAICS) for this procurement is 335312. The Government will place a single Firm Fixed Price Contract, resulting from the solicitation, to the responsible contractor whose proposal conforms to the solicitation and is the lowest price technically acceptable (LPTA) proposal. Non-price factors will be Past Performance and Technical Capability.
