Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with NH Research of Irvine, California for the purchase of an programmable multi-channel bi-directional direct current (DC) power supply system under other than full and open competition by the authority of FAR subpart 13.106(1)(b). The Physical Measurement Laboratory at NIST requires a bi-directional DC power supply system for laboratory testing of the NIST microgrid power conditioning systems, interconnection equipment, and controllers. The multi-channel bi-directional DC power supply system will be part of the NIST Smart Grid Testbed Facility and thus requires precise software control of all functions. The system will be located in a laboratory space with high power cooling requirements and thus requires efficient operation in power sink mode. This intended application requires a total of 72 kilowatts (kW) of direct current (DC) power handling in two voltage ranges. These ranges are 0-120 VDC up to 600 amperes (A), and 0-600 VDC up to 120 A. The required system consists of three independent channels in each range that can be operated synchronously. Each channel shall have 12 kW capability. The power supply system shall be capable of being hard-wired to two 90 A, 208 VAC, 3-phase electrical service circuits. NH Research, with its 4912/001A and 4960/0001A models, is the only responsible source that offers laboratory power supply products on the open market in the range of 12 kW, 600 VDC, 120 A that are regenerative (bi directional power flow) and that meet electrical service requirements used in the United States (such as 90 A, 208 VAC, 3-phase electrical service). The regenerative capability is required since a total of 72 kW of heat cannot be removed in NIST's indoor laboratory environment and the cost of electricity would be excessive if it were not returned back to the power grid. The 208 VAC service is required for the equipment to be compatible with electric service voltages used in the United States. NH Research is the only contractor that can provide a bi-directional DC power supply system with the characteristics described above that make it critical for the intended use of the PML. Therefore, NH Research is uniquely qualified to provide the required a bi-directional DC power supply system. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in September, 2014. The North American Industry Classification System (NAICS) code for this acquisition is 334515 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on September 5, 2014. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
