No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products or service, to the Contracting Officer within three (3) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Nature and/or Description of the Action Being Processed: Justification and approval for Other than Full and Open Competition for Draeger Medical Vent Compressor Maintenance for the VA Sierra Nevada Healthcare Facility located at 975 Kirman Ave, Reno, NV 89502. Award will be Base Plus 4 Option Years made against existing National Acquisition Center (NAC) Contract No. V797P-4081B. 3. Description of Supplies/Services Required to Meet the Agency's Needs: The contractor shall furnish all labor, transportation, parts and expertise necessary to provide preventive maintenance and repair Draeger Ventilators at VA Sierra Nevada Health Care System (VASNHCS) located at 975 Kirman Ave, Reno, NV 89502. Statutory Authority Permitting Other than Full and Open Competition: FAR 6.302-1(a)(2). The VA's minimum needs can only be satisfied by unique supplies or services available from only one source (41 USC 253 (c) (1)). 5. Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Draeager Medical is the only authorized vendor that can perform maintenance and service for the Vent Systems. Draeger is the manufacturer, and the only vendor capable of managing upgrades. Any unauthorized maintenance or modification to the system would void terms of warranty. There is no competition for this repair and must be facilitated by Draeger. In addition, attached is a copy of Draeger Medical Inc Business Agreement with the Department of Veterans Affairs. Award will be Base Plus 4 Option Years made against existing National Acquisition Center (NAC) Contract No. V797P-4081B. 6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Draeager Medical is the only authorized vendor that can perform maintenance and service for the Vent Systems. Draeger is the manufacturer, and the only vendor capable of managing upgrades. Any unauthorized maintenance or modification to the system would void terms of warranty. There is no competition for this repair and must be facilitated by Draeger. In addition, attached is a copy of Draeger Medical Inc Business Agreement with the Department of Veterans Affairs. Award will be Base Plus 4 Option Years made against existing National Acquisition Center (NAC) Contract No. V797P-4081B. 7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Pricing is that listed in existing NAC Contract no. V797P-4081B and has already been determined fair and reasonable. In addition, requirement has been completed in recent past and pricing has been consistent regardless of inflation. 8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Draeager Medical is the only authorized vendor that can perform maintenance and service for the Vent Systems. Draeger is the manufacturer, and the only vendor capable of managing upgrades. Any unauthorized maintenance or modification to the system would void terms of warranty. There is no competition for this repair and must be facilitated by Draeger. In addition, attached is a copy of Draeger Medical Inc Business Agreement with the Department of Veterans Affairs. Award will be Base Plus 4 Option Years made against existing National Acquisition Center (NAC) Contract No. V797P-4081B. 9.
