- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Intracellular Imaging Inc, Cincinnati, Ohio 45220, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for the (1) each of the following: InCyt Standard Im Fluorescence Imaging System, which includes: Imaging Workstation, Nikon Ti-S Inverted Microscope, Excitation Illumination Source, Computer Controlled Filter Changer, Filters, Low-Light CCD Camera, Microscope Relay Lens, Liquid Light Guide, Control Cabling and interfaces and Software as well as Installation, Training and a one year warranty. The Intracellular Imaging InCye Im Fluorescence Imaging System performs monitoring of calcium and other intracellular ions in mouse eggs, embryos, and issue culture cells. The light exposure is extremely toxic to these cells and so the ability to provide the optimum amount of light is critical for performing these fluorescence experiments. The intracellular Imaging xenon light source is unique in its ability to vary light intensity without use of natural density filters. With this feature, scientist can easily deal with cells that require large amounts of lights to fluoresce and also minimize the probability of photo bleaching cells that are sensitive to exposure to high levels of light. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The award is subject to approval of the justification for other than full and open competition. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Intracellular Imaging Inc. The NAICS Code/Size is 334516/500. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
