- Technical Specification Eval Criteria Wheel Trap D Wheel Trp C SOW (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 Streamlined Solicitation for Commercial, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, NB688000-14-04532 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iv) This solicitation is a Full and Open. NAICS Code is 327999 with a size standard of 500 employees for this procurement. (v) The following are the contract line item number(s) (CLIN) and item descriptions, quantities and units of measure for this requirement IAW the SOW: CLIN 0001: Wheel Trap Design C Quantity: 3 Unit of Issue: EA CLIN 0002: Wheel Trap Design D Quantity: 3 Unit of Issue: EA (vi) Description of requirements for the items to be acquired can be found in the Statement of Work. See attached: Statement of Work and Specifications. (vii) FOB Destination applies for delivery to: Department of Commerce National Institute of Standards and Technology 325 Broadway Boulder CO, 80305-3328 Delivery point of contact will be provided upon award. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation using the Lowest Price Technically Acceptable (LPTA) Source Selection Process. Award will be made to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Offer which clearly meets the technical specifications of the SOW, tradeoffs are not permitted. The following factors shall be used to evaluate offers: 1. Factor 1 - Technical Capability 2. Factor 2 - Past Performance 3. Factor 3 - Price Technical and past performance, when combined, are significantly more important than cost or price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. The offeror must have completed the Online Representations and Certifications Application (ORCA) and Reps and certs must be uploaded to the System for Award Management at www.sam.gov.. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition.
