- JOFOC SOW Notice of Intent Subject: Scientific and Technical Support to the Time and Frequency Group, Sole Source & Notice of Intent for under SAT procurement Reference Number: PR # PR 688000-14-04015 Notice Type: Pre-Solicitation - Notice of Intent Synopsis: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of Division 688, intends to negotiate with ASHBY, Neil of Boulder, CO on a sole source basis under the authority of FAR Subpart 13.106-1(b) - Only one responsible source and no other supplies or services will satisfy agency requirements, to procure Senior Level Physicist services for support to the Time and Frequency Group. The Primary Frequency Standards Group at NIST maintains the primary frequency standard for the U.S. contribution to the International Bureau of Weights and Measures. The primary frequency standard for the U.S. is currently our cesium fountain standard, NIST F1, with the next generation, NIST F2, under development. NIST-F1 is among the world's most accurate atomic clocks and NIST-F2 is expected to be the world's most accurate atomic clock. The Primary Frequency Standards group requires scientific and technical services to provide reports on the effects of relativity in the Global Positioning System (GPS), generalized effects of relativistic shifts on precision measurements, and on other topics such as phase effects in microwave cavities and fountains, x-ray navigation, and quantum mechanical effects of recoil shifts. The NAICS code is 541690 with a small business size standard of $14M.. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to ASHBY, Neil for this requirement in the fourth quarter of FY 2014. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to patricia.bullington@nist.gov. All responses to this notice of intent must be submitted so that they are received at patricia.bullington@nist.gov no later than August 25, 2014 at 11:59pm MST.
