- Brand Name Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote number is PR-0011195. The NAICS Code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-76. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. The FBI requires the following items brand name only to the following: Line 0001, 9700 Base Unit PCR System, P/N N8050001, Life Technologies, 8, EA; Line 0002, HID 7500 PCR System, P/N 4366604, Life Technologies, 1, EA; Line 0003, AB 3500XL Genetic Analyzer, P/N 4406016, Life Technologies, 1, EA; Line 0004, KIT CE Win7SP1 TWR computer, P/N 4319551, Life Technologies, 1, EA Line 0005, Genemapper IDOX full xv1.4, P/N 4479707, Life Technologies, 1, EA; Line 0006, SW GMIX X V1.4, P/N 4479708, Life Technologies, 1, EA; Line 0007, Capillary Array 24-cap, P/N 4404687, Life Technologies, 1, EA; Line 0008, Shipping and Recalibrating Costs, 1, EA; 9700 PCR System Specifications/Requirements: • Able to perform reliable PCR; • Format which allows use of 0.2ml tubes or 96-well plate; • Capacity of 96 - 0.2ml tubes or 1 - 96-well plate; • Must have a reaction volume range of 10 - 100 ul • Must have a temperature accuracy of ±0.25°C in 35°C to 99.9 °C range; • Must have a temperature range of 4.0-99.9 °C • Must preprogrammed system diagnostics; • Must be capable of storing up to 100 complete user-defined PCR programs. 7500 PCR System Specifications/Requirements: • Validated for use with Quantifiler TM kits; • Uses Quantifiler TM kits to determine amount of amplifiable human DNA present in a sample; • Produces Quantifiler TM kit results in less than 2 hours; • Computer workstation and monitor included; • Data collection software for instrument control, data collection, and auto analysis of sample files; • Real-time PCR capability using TaqMan® technology; • Able to provide an indicator of the potential presence of PCR inhibitors; • Assays developed and validated in accordance with SGWDAM Guidelines. AB 3500XL Genetic Analyzer Specifications/Requirements: • Capillary electrophoresis instrument with 24 capillaries; • Single-line 505nm solid state laser excitation source; • Oven temperature control from 18°C to 70°C; • Computer workstation and monitor included; • Data collection software for instrument control, data collection, quality control, and auto analysis of sample files ; • Must be able to analyze many types of templates prepared by a variety of sample preparation protocols; • Compatibility with Genemapper ID-X software. ***SPECIAL SOLICITATION INFORMATION*** The equipment in this solicitation will be used in a new building currently under construction for the FBI in Huntsville, AL. The equipment cannot be installed until after the FBI has taken possession of the building, which is tentatively scheduled for early-t0-mid October 2014. However, due to the large amount of equipment that needs to be installed, it may be several months before installation of this equipment may occur. By submitting a quote, the Offeror understands that if it is the awardee, it cannot invoice and/or receive payment until after the equipment has been installed and final acceptance has been made by the FBI. FOB Destination: FBI Huntsville, Attn: Stephanie Futrell, 4940 Fowler Road, Redstone Arsenal, AL 35898. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. Telephone request will not be considered. No questions will be answered over the telephone. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate.
