- WEBINAR FLYER - SOLICITATION HSFE60-14-R-0002, ATTACHMENT 2 Solicitation Posted. 8/24/2014. PLEASE SEE ATTACHMENT 2 - WEBINAR FLYER Original Synopsis. This is a synopsis for Federal Insurance and Mitigation Administration (FIMA) Hazard Mitigation Technical Assistance Program (HMTAP) - Non-A&E Services. The mission of the FIMA is to create safer communities by reducing loss of life and property; enable individuals to recover more rapidly from floods and other disasters; and lessen the financial impact of disasters on the Nation. This contract will combine the Non-A&E portions of three former programs or offices: the Hazard Mitigation Technical Assistance Program (HMTAP), the Office of Environmental Planning and Historic Preservation (OEHP), and the Technical Assistance and Research Contract (TARC). The contractor shall provide assistance to the Hazard Mitigation Assistance (HMA) grant programs. Prepare all necessary components of environmental assessments, biological assessments or environmental impact statements. Conduct non-A&E post-event assessments to identify mitigation opportunities, collect event data, and assess non-engineered structures. Provide technical assistance and inter-agency coordination in support of analyses of FEMA's proposed policies and regulations that will assist identifying impact(s) to FEMA programs stakeholders and applicants along with providing non-A&E technical assistance in publication development, maintenance, and enhancement to various technical and non-technical documents. The anticipated contract type is hybrid - firm-fixed-price and cost-plus-fixed-fee. The anticipated contract length is a one-year base period of performance and four one-year option periods for a total of five years. The NAICS code of this procurement is 541690 with a Product Service Code (PSC) R421. Work shall be performed nationwide. However, the Contractor will be required to attend meetings or planning sessions at FEMA headquarters' (HQ) (Washington DC Metro Area) and in all 10 FEMA Regions. This announcement constitutes only the synopsis for this solicitation. Solicitation expected to be issued (posted) no sooner than May 23, 2014 (Friday).
