- This notice announces the intent of NAVFAC Marianas to issue a solicitation for labor, management, supervision, tools, material, and equipment required to perform a Safety and Occupational Health (SOH) Program as defined in the Performance Work Statement (PWS) for all Andersen Air Force Base and Naval Base Guam activities and tenants and other U.S. Military Activities or DoD/Federal Agencies at various activities/locations, Guam, M.I. The requirement is performance based and the contract requirements will be presented in clear, specific, and objective terms with measurable outcomes. The requirements will be defined in terms of the work to be accomplished. The Performance Work Statement (PWS) will include measurable performance standards to be achieved and against which the Government can assess whether or not the Contractor is successful in meeting the required performance objectives. The metrics to be used to measure the outcomes will be pre-defined performance standards. These performance standards ensure the Contractor has the workforce (staffing and skills) required to adequately support the mission on Guam. These standards are used to describe the Navy, Air Force and other U.S. Military Activities or DOD/federal agencies ™ expectations of the Contractor in performance of the contract. Some examples of performance standards include: a. Provide a technical library to ensure current and pertinent safety and health related documents are accessible and available to all supported customers. b. Provide mishap prevention services to ensure all mishaps and hazards are properly identified, reported, and monitored to mitigate unacceptable safety and health risks. c. Conduct workplace inspections to ensure unacceptable safety and health risks are identified and reported in a proper and timely manner. d. Provide educational awareness and training services to ensure supported customer personnel are able to perform assigned responsibilities safely and in compliance with applicable NAVOSH standards. e. Provide traffic safety program support services to ensure unsafe vehicular and pedestrian traffic conditions are mitigated. To be eligible for contract award, offerors must be registered the DoD System for Award Management (SAM). Register via the SAM website http://www.sam.gov. All prospective offerors interested in submitting a quote must have valid Government Entity (CAGE) code. It is the offeror ™s responsibility to check the Navy Electronics Commerce On-line (NECO), www.neco.navy.mil website periodically for any amendments to the solicitation, as this will be the only method of distribution of amendments.
