- Attachment A Q9. Are there any content and/or format requirements for the quotation? A9. None that I am aware of. Q10. Is there a page limit requirement for the quotation? A10. No Q11. Can the four evaluation factors (Personnel Qualifications, Technical Approach and Capability, Past Performance, Price) all be addressed in the same document or do you require each of them to be in a separate document? A11. They can all be included in the same document. Q12. Is the "technical and administrative support in planning, developing and implementing a regional strategic plan" capped at the 160 hours of effort or intended to be supplied until a plan is approved? A12. This will not be a time and materials type contract. We will be issuing a firm fixed purchase order. The 160 hours is just an estimate on what we think it would take. The total price quoted should be the amount to get this requirement done. Q13. How many "key department heads and division chiefs" are their within PIRO that will need to be interviewed? A13. 8-10 @ PIRO Q14. Is the "template provided by NMFS as the framework for developing the strategic plan" available for review prior to submittal of the Quote? A14. Yes, see attached (Attachment A). The last page of the attached document is what PIRO is responsible for. We understand it is not very detailed, but this is all we have from HQ's at this time. Q15. How many "stakeholders and regional partners" will be part of this process? A15. 6-7 external stakeholders to include the local Fisheries Management Council and NMFS Science Center. Q16. Will there be contract deliverables associated with the effort to "Define "critical" issues in the region and use them in formulating strategic objectives"? If so is contractor format acceptable? A16. Yes, and yes contractor format is acceptable. Q17. Will the SWOT analysis and "key themes" be deliverables? If so is contractor format acceptable? A17. Yes, and yes contractor format is acceptable. Q18. Will the government provide the "tasks that are mandated by Administrative Order, Congress or local laws" that are to be "assessed and incorporated in the strategic plan" or will this need to be researched by the contractor? A18. Government will provide. Q19. Four of the contractor duties identified in paragraph 3 of the SOW state that the contractor will "Ensure" certain actions take place. Is it the government's expectation that the contractor will have the authority to ensure that these items take place or simply to advise the government when these conditions are not met? A19. The contractor will simply advise the government. Q20. Will the "implementation strategies for accomplishing regional goals" that are developed be a deliverable? If so is contractor format acceptable? A20. Yes, and yes contractor format is acceptable. Q21. The "simplified acquisition estimated value not to exceed $150,000.00" appears to include anticipated expenses well beyond the "160 billable hours." What other expenses, beside the 160 billable hours, are anticipated to be included within the $150,000 limitation? A21. The simplified acquisition threshold is $150,000.00and since we will be issuing a firm fixed price purchase order using those regulations that is the maximum parameter that is set. Your quote should include everything you'll need to complete the job. (See Answer to question 12 regarding 160 hours)
