- Sources sought for a pack mule. If you are interestsed in providing a quote for a pack mule meeting the specifications, please email your name, address, phone number, contact name, DUNS # and Federal Taxpayer ID # to kdecker@fs.fed.us by September 2, 2014. This procurement is set aside for small business. The NAICS code is 112920 Horses and Other Equine Production, $.75M. All interested bidders must be registered in the SAM program to be considered for award. See FAR clause 52.204-7 for registration instructions. The registration is free. Website for FAR clauses is: https://acquisition.gov/far/current/html/52_200_206.html#wp1137850 PACK MULE SPECIFICATIONS: The intent of these procurement criteria is to provide the purchasing frame work for the acquisition of one (1) mule that will complement and support the mission of the Saguache Ranger District. The Stock Plan for the Rio Grande NF calls for matching livestock to the desired use. This mule will be used to support the Range, Wilderness and Trails programs on the District. This mule will be used for riding and packing. The criteria for purchasing a mule are listed in our Stock Plan and are summarized in the standards listed below. The Rio Grande NF cannot compromise the safety of the public, employees, students, partners, and volunteers, therefore the mules must meet the highest safety requirements. Procurement of a mule is not comparable to other equipment or supply acquisitions, user safety is the primary consideration in the selection and purchase. Strict adherence to the standards brought forth in our stock plan is required. Poor disposition animals or aggressive, flighty, mean, rank, or hard to handle livestock will be rejected no matter the bid-price. STANDARDS FOR MULE PURCHASES The Saguache Ranger District will require mules with the following: • Sound with correct movement & no lameness issues • Must be broke/trained to ride with experience in the mountains • John or Molly • 15.2 - 16.2 hands when full grown • 5-10 years of age • Bred with a quarter horse mare, well defined withers & no crested neck • Acceptable leg & hooves confirmation (athletic, dark hooves) • Smooth underline, no pot belly • Safe, gentle disposition & easy to catch • No reasonable scars or blemishes that will interfere with the animals movement or appearance • Will load & haul quietly in a stock trailer • Will stand quietly while tied (no pawing, no pulling back) • The mules will be non-aggressive to other stock • Stands quietly for the farrier • Stands quietly & will tolerate electric clippers • No vices (cribbing, weaving, striking) • Training records available for review • Current Coggins test along with current health papers and vaccinations • Current brand inspection, to insure proper ownership, depending on state requirements The seller will guarantee their mules for 1-year. This guarantee includes replacing the unacceptable mule with another mule matching the same criteria. However, injury, lameness, death, due to our negligence or mistreatment is excluded. The mules will be inspected by Saguache Ranger District personnel with final approval from Jim Pitts, Saguache District Ranger.
