- NRC 2D Nonlinear Code Testing - IDL Virtual Machine GUI pre- and post-processing software integratation support services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible sources may submit a proposal which shall be considered by the agency. All communications regarding this request for proposal (RFP) shall reference solicitation number R14PS00861 and shall be addressed to the Contract Specialist identified below. Solicitation R14PS00861 and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. This requirement is a small business set-aside and only qualified offerors may submit proposals under North American Industrial Classification System (NAICS) code 541330, Engineering Services with a small business size standard of $14M. These services are to be provided as a firm fixed price as follows: Line Item 00010: Quantity: 1 Description: The contractor shall provide all supervision, qualified support services, materials, travel, and other incidentals as necessary to develop and deliver runtime IDL Virtual Machine GUI pre- and post-processing software integrated with Reclamation's two-dimensional plane-wave nonlinear finite-difference software that runs under both Windows and Linux in accordance with the attached Performance Work Statement (PWS). Anticipated Period of Performance: September 08, 2014 through November 07, 2014. However, the actual period of performance shall be from date of award through two months. Place of Performance: Contractor's Location Provisions and Clauses: Federal Acquisition Regulations: The selected Offeror must comply with the attached commercial item terms and conditions. Proposal Due Time & Date: Proposals are due no later than 10:00 am Mountain Time, Tuesday, September 02, 2014. Proposals submitted after this time and date will be considered late and will not be evaluated or considered for further review.
