Service Contract Act Wage Determination Performance Work Statement This is a Full and Open competition: We are requesting a pricing proposal for use in a potential 5 year Blanket Purchase Agreement for American Expeditonary Forces (AEF) Family Resiliency Retreat. This is a Firm Fixed Price agreement (FFP). Classification Data : NAICS CODE: 721214 FSC CODE: G002 This is a combined synopsis and solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; therefore quotes are being requested and a written solicitation will not be issued. This solicitation, is issued as a request for Proposal (RFP) for AEF Family Resiliency Retreat. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) and System for Award Management (SAM). The NAICS code for this effort is 721214. This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-72. Description of agreement. T he supplier shall provide services for a 3 days 2 nights retreat. This is a Chaplain led program event to assist active duty members of the Armed Forces and their family members in building and maintaining a strong family structure. The support services are costs of transportation, food, lodging, childcare, supplies etc. IAW attached PWS as required to perform tasks IAW Blanket Purchase Agreement call orders. Minimum attendees 150, maximum attendees 200 per retreat Minimum number of retreat per year 1, maximum number of retreat per year 2 The BPA and contract calls will be written with the following CLIN structure: YEAR 1 CLIN 0001 Meeting Facilities 1 Lot $ __________ Meeting facilities for spouse & single parent sessions, workship sevices for 150 to 200 individuals. All attendess must be able to see, hear and interact with speakers. Speakers must be able to give instructions, announcements, speeches and offer prayers. CLIN 0002 Food & Catering Services 1 Lot $___________ To include: two breakfast, three lunches, and two dinners CLIN 0003 Lodging 1 Lot $___________ Condominiums and/or homes. Will have shared living, dining and common areas and minimum of two private bedrooms. The government reserves the right to reject any quote that exhibits unbalanced pricing. Unbalanced pricing exists whre the price of one or more CLINs is significantlly overstated, despite an acceptable total evaluate price (typically achieved through underpricing or one or more other line items). See Federal Acquisition Regulation (FAR) 15.4041(g). Extent of obligation. the Government is obligated only to the extent of authorized calls/purchases placed against the BPA. Purchase limitation. No individual call under this agreement shall exceed $100,000.00. Individuals authorized to purchase under the BPA. This will be a decentralized BPA. Contracting officers in PZIO and authorized GPC card holders at Hill AFB, are authorized to puchase under this BPA. Effective period. This Blanket Purchase Agreement is effective from date of award through 5 years. Delivery tickets. A requirement that all shipments under the agreement, except those for newspapers, magazines, or other periodicals, shall be accompanied by delivery tickets or sales slips that shall contain the following minimum information: (i) Name of supplier. (ii) BPA number. (iii) Date of purchase. (iv) Purchase number. (v) Itemized list of supplies or services furnished. (vi) Quantity, unit price, and extension of each item, less applicable discounts (unit prices and extensions need not be shown when incompatible with the use of automated systems, provided that the invoice is itemized to show this information). (vii) Date of delivery or shipment. Invoices: An itemized invoice shall be submitted at the completion of each call or upon expiration of this BPA, whichever occurs first. Basis of Award: Award criteria for this requirement will be based on Lowest Price Technically Acceptable evaluation. Technical acceptability will be based on compliance to the PWS. The requirement will be awarded on an all or none basis. Electronic copies are required and hard copies will be accepted. The government reserves the right to make award on the initial quote without discussions. Blanket Purchase Agreement Schedule Clauses: 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS 52.212-2 EVALUATION-COMMERCIAL ITEMS, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, Quotes will be evaluated on Lowest Price Technically acceptable (LPTA) Evaluation factors 1. Price 2. Technical Acceptibilty - Technical acceptibility will be based on the following i. compliance with the PWS (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
