- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Thermo Fisher Scientific, 28 Schenck Parkway, Suite 400, Asheville, NC 28803 as the only responsible source that can provide Thermo Scientific MTX-150 maintenance services for Environmental Processes Branch (EP-P). The basic requirements are below: This is a non-personal services contract to provide Thermo Scientific MTX-150 maintenance services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance services at US Army Engineer Research and Development Center (ERDC) Environmental Processes Branch (EP-P), Vicksburg, MS as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract. The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Environmental Processes Branch (EP-P) relies on the Thermo Scientific MTX-150 benchtop ultracentrifuge system to manipulate experimental systems to determine dissolved solids, and this knowledge plays a critical role in determining contaminant behavior. This processing is critical for timely execution of both EQ/I and MME funded projects. A service contract for the Thermo Scientific MTX-150 instrument will enable EP-P teams to continue meeting project goals. The objective of this contract is to provide maintenance services for the Thermo Scientific MTX-150 system located in building 6011 room D at ERDC, Vicksburg, Mississippi. This contract includes all functions, tasks and responsibilities normally performed by a Machinery Maintenance Mechanic with an engineering and science background. The Contractor shall be responsible for providing maintenance services that include, but are not limited to, preventative maintenance; service and repair for any system malfunction; and routine maintenance and repair/replacement of existing components and parts to sustain daily operations. The Contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, Mississippi State Law (s), Occupational Safety and Health Administration (OSHA) regulations, Army and installation regulations. 1.5. Period of Performance. The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option periods. This acquisition is being conducted under simplified acquisition procedures. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 5:00 P.M. CT on 04 September 2014. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
