- REQUEST FOR INFORMATION (RFI) USAF Senior Leader Communication Tool This Request for Information (RFI) is issued solely for information and planning purposes. In accordance with FAR 15.201(e) and FAR 52.215-3, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. Your response to this RFI will be treated as information only and will not be used as a proposal. No entitlement to payment, of direct or indirect costs, or charges to the Government will arise as a result of a contractor's submission of a response to this announcement or the Government's use of such information. The information provided may be used by the Government in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for marking proprietary or competition sensitive information contained within their response. Not responding to the RFI does not preclude participation in any future solicitations. The information provided in this RFI is subject to change and is not binding on the Government. SUMMARY: AFICA 338 SCONS/PKT is conducting market research to gather information on contractors capable of providing a private web based Blog application to be used by Air Force senior leaders for special communications to United States Air Force commanders, Wing level and up. This web based Blog application will be used on US Government desktops and must also be optimized for use on government issued mobile phones; communication will be two way utilizing Push Notifications. No classified information will be included in the communication. TECHNICAL DESCRIPTION: The web based application must have prescribed authentication/security integrated throughout. A database capable of storing User authorizations, Role category, Push category (local/immediate), Push Text, Posting authority, Schedule Push, Posts/Replies with date-time-stamp/user ID, and Post Views captured will be required. Post views should also capture the ID of the viewer. Authenticated users will be allowed to view and reply based on authorized roles. The ability to create Groups will be necessary. The design of the web based application must appear as a Blog (see http://airforcelive.dodlive.mil/ as an example) and allow for multiple-screen display across platforms using Responsive Design. The web based interface must provide a What You See Is What You Get (WYSIWYG) capability to allow posts to be formatted and web links to be inserted. Using Responsive Design, the mobile screen should offer basic posting capability with a minimized WYSISYG interface. Push notifications should contain only designated information and have the capability for user to click and launch the web application and read the related post. It is unknown at this time if a USAF server will be available for hosting. RESPONSE FORMAT: Please provide answers for each of the following questions, utilizing the existing numbering scheme for each response and limiting your total response for this RFI to no more than ten (10) pages: 1. Does your company have experience with mobile application development? If yes, which mobile platforms? 2. Does your company have experience with developing web pages utilizing responsive web design? If yes: Have you developed fallback capability to allow for older browsers to access content? If yes: Did it allow for full content delivery or diminished content delivery? 3. Does your company have experience with mobile push notifications? If yes: Which OSs has your company developed Push notification applications for? 4. Does your company have experience with authentication/security integration? If yes: How much experience and which platforms has your company developed applications that utilize authentication/security protocols? 5. What labor categories will be necessary to complete the requirements and how much time per labor category will be required to complete the tasks? 6. Describe your engineering process that will be used to complete the tasks? 7. Describe experience with similar projects. Provide contract numbers for any government contracts. 8. Describe how you typcially contract for similar projects (firm-fixed price, cost reimbursable, etc.). 9. How long would it take to create and launch the communication tool? 10. Identify any other considerations or information needed for the communication tool. Small Business (SB) Set-Aside Determination. The Government reserves the right to decide whether or not a SB set-aside is appropriate based on responses to this notice. In order for the Government to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capability to successfully perform and manage all the requirements of this magnitude. Provide Company name, Point of Contact name, telephone number, fax number, street address, e-mail address, website, company cage code, and socio-economic/business size status. ADMINISTRATIVE INFORMATION: All interested firms that possess the capabilities and capacities addressed herein are encouraged to respond to the notice by providing the information specified above no later than 3:00 p.m. (CST), on 24 Sep 14. Information is preferred in soft-copy form in either Microsoft Word and/or Microsoft PowerPoint and shall be provided via e-mail.
