- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EE-133C-14-RQ-1122 is used as a reference ONLY as no HARD Copy will be issued. The U.S. Dept. of Commerce, NOAA, National Ocean Service, Center for Coastal Fisheries and Habitat Research, 101 Pivers Island Road, Beaufort, NC 28516-9722 has a requirement for Installation of Cabling and Network Components for expansion of VoIP Telephone System. The requirements are to be provided in accordance with the following: STATEMENT OF WORK INSTALLATION OF ADDITIONAL NETWORK DROPS 1. BACKGROUND/GENERAL INFO The NOAA Beaufort Lab recently switched its phone system over to Voice over Internet Protocol (VoIP). Additional network cabling support services are required for the installation of cabling and network components that are necessary for expansion of the VoIP. 2. SCOPE The purpose of this contract is to provide post wire network cabling of approximately 210 Category 6 data cables for the VoIP phone system located at 101 Pivers Island Road, Beaufort, NC. The contractor shall provide all necessary equipment and plan for the following activities: • Conducting Site Survey • Install patch panels • Post wire two hundred ten (210) Cat. 6 data cables • Install wall boxes as needed • Patch Cat. 6 cable to patch panel to wall box • Transition two existing cat 6 punch down blocks to two cat 6 patch panel s (supports approximately 48 cable runs). Verify approximately 48 jacks for data. Replace approximately 48 RJ11 jacks as specified if not RJ45 capable. • Install track raceways as needed • Completion testing 3. CONTRACTOR RESPONSIBILITIES a. Will supply the networking equipment and tools necessary to complete the contract. b. Identify any additional cabling requirements not specified in site survey. c. Supply any material not specified in site survey. d. The Contractor shall conduct comprehensive test results of all installed cable wiring systems installed in Beaufort Lab. Test results shall be for a complete, integrated system encompassing all cable and hardware components provided or installed. This shall include visual inspection of physical condition of cable and connectors. e. The contractor shall convert RJ-11 jacks to RJ-45, if verification shows not data capable, in Bldg. 1, Floors 1 and 2. Install patch panels in Bldg. 1, 1st Floor, Comm. Room 112 and Room 233, Bldg. 1, 2nd Floor supporting converted jacks. The contractor shall transition existing cat 6 punch down blocks to newly installed patch panels. The contractor shall evaluate and test for conversion of RJ-11 to RJ-45 in Bldg. 1, Floor 1 and 2. 24 punch downs and in each location (rooms specified above) and 48 jacks. f. The contractor shall conduct test and ensure end-to-end connectivity (from patch panel to wall outlet). 4. GOVERNMENT RESPONSIBILITIES The Government will be responsible in providing information and access to the contractor as necessary. Access to the facility is limited to working hours. Working hours are identified as; Monday - Friday, 8:00am - 5:00pm. The Government shall provide Bldg. number, location and room number of post wiring to be completed. (Attachment 1) The Government shall provide access to locations of existing voice jacks in bldg. 1 for contractor for verification and potential replacement. 5. LOCATION/PLACE OF PERFORMANCE NOAA Beaufort Lab Center for Coastal Fisheries and Habitat Research 101 Pivers Island Road, Beaufort, NC 28516 IT SECURITY REQUIREMENTS: The Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required. This procurement is being solicited as Small Business set- aside in full and open competition. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. To be eligible for award, offerors must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. For information regarding registration in SAM contact the SAM website at www.sam.gov/portal/public/SAM/; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit a quote, which shall be considered by the agency. The FSC for this is Z1JZ and the NAICS Code is 238210, small business size standard is $14.0 MIL. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-3 Offeror Representations and Certifications - Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required location. FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAR 2007) applies and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (10), (14)(i), (25), (28), (30), (31), (33), (40), (44), (50) and paragraph (c) (1), (2) and (7). The following addenda or additional terms and conditions apply; None. No Defense Priorities and Allocations System (DPAS) rating is assigned. Offers must be submitted to the Center for Coastal Fisheries and Habitat Research, 101 Pivers Island Road, Beaufort, NC 28516-9722 by 2:00 P.M. SEPTEMBER 10, 2014.
