- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source task order with Gannet Fleming for continued efforts to build the National Traffic Incident Management (TIM) Network, integrate its operation with the National TIM Executive Leadership Group (ELG), and support a formal work plan to allow volunteer TIM experts to tackle several FHWA TIM program tasks. It would be prudent to continue with Gannet Fleming because it will eliminate the startup costs, the learning curve and time associated with bringing a new contractor up to the current contractor level of skill and knowledge necessary to manage National TIM Practitioner Network operations. Additionally, this will also allow for work of the 2015 Performance Year outlined by the National TIM Network to be accomplished without delay. Gannet Fleming performed work last year for the FHWA. Due to this prior and continuing activity and the exceptional work of its staff, FHWA believes that it is in the best interest of the government to retain Gannet Fleming for the proposed requirement. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $145,000. The anticipated award date is in September, 2014. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
