The estimated period of performance is for a base period of one year with four one year option periods. The proposed acquisition is for a total small business set-aside. The North American Industry Classification System (NAICS) code for this requirement is 561612, Security Guards and Patrol Services. The Small Business size standard is $20.5M. The MDA Security and Emergency Management Directorate (MDA/DSS), Security Operations Center (SOC) requires security and access control services at multiple facilities in four regions across the Agency. The specific SOC tasks to be performed are: provide access control and circulation enforcement for all visitors; provide security clearance verification; perform physical security checks; perform information security inspections; provide first response and emergency assessment to emergency situations; issue security badges, common access cards (CAC), SIPRnet public key infrastructure tokens, and courier cards; process visit authorization requests (VARs); monitor alarms and cameras; respond to alarms to include sensitive compartmental information and special access program facilities; provide continuous alarm monitoring capability for other MDA sites protected by integrated electronic security systems (IESS); maintain global security situational awareness from a global security operations center; and provide security planning and support for meetings, conferences and special events. All personnel performing services under this requirement will be required to hold security clearances at the SECRET level; an estimated 5% of personnel must hold a security clearance at the TOP SECRET level. Security services will be provided at several MDA facilities to include but not limited to: - Suffolk Building and Crystal Square 4 Office in Arlington, Virginia; - MDA Headquarters at Ft. Belvoir, Virginia; - MDA facility at the U.S. Naval Surface Warfare Center, Dahlgren, Virginia; - Von Braun II, Von Braun III, and Von Braun IV on Redstone Arsenal in Huntsville, Alabama; and - Missile Defense Integration Operations Center at Schriever Air Force Base, Colorado Springs, Colorado. It is the responsibility of the prospective Offerors to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered with the SAM website accessed through https://www.sam.gov. Contractors must also ensure annual representation and certifications are current, or complete them at the SAM website. All Offerors must have a Commercial and Government Entity (CAGE) code. All questions/concerns are welcome at SOC@mda.mil and are due as soon as possible; but NO LATER THAN September 2, 2014. Addtional questions may be answered during SOC Industry Days. NOTE: If you previously sent your form(s) in accordance with the synopsis announcement for this acquisition, please do not resubmit. Submision of this form by the above date will allow ample time for processing. SOC INDUSTRY DAYS: In order to attend SOC Industry Days, you must provide a list of attendees for SOC Industry Days NO LATER THAN September 2, 2014. You are LIMITED to five (5) participants which must include any teaming arrangement personnel. NOTE: Any changes to the time frames listed above will be posted on FedBizOpps immediately.
