Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room1E144, Bethesda, MD 20892 USA Description: The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis to Metabolon Inc at 617 Davis Drive Durham, NC 27713 for the Identification of Metabolic Signatures and Genomic Drivers of Liver Cancer in a Thai Population. This acquisition will be processed in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1) and is exempt from the requirements of FAR part 6. The North American Industry Classification System Code is 541380 and the business size standard is $15 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of performance will be 12 months from award. The Center for Cancer Research (CCR) Laboratory of Human Carcinogenesis (LHC) will perform a metabolomics study of tissue samples from Thai patients with hepatocellular carcinoma (HCC) or cholangiocarcinoma (CCA) to identify important metabolites and metabolic pathways that are important for differentiating these liver cancer groups. Integrative genomics will be applied to combining transcriptome/SCNA data to tumor metabolomics to identify candidate drivers for HCC and CCA from Thailand. The TIGER-LC study was established in order to identify genomic and expression factors that may modify HCC and CCA susceptibility and progression, specifically related to environmental factors. In phase I of the study we aim to identify biomarkers and molecular subtypes of HCC and CCA. The results from HCC and CCA cases from this study will be used to evaluate and refine recruitment procedures of TIGER-LC project and will be validated with samples collected from the second phase. The metabolomics data generated from this study will be integrated with previous transcriptome and genome analyses of these HCC and CCA tissue specimens to identify important signaling nodes which can serve as targets for drug design and therapy. In addition this data will be used for genomic classification of patients and to identify ovel biomarkers for HCC and CCA diagnosis and prognosis. The contractor shall: · Perform global metabolic profiling of 200 tumor and 200 nontumor specimens and curate the data. · Provide an excel document containing raw and normalized values for metabolite abundances in each tissue specimen along with statistical analyses between previously noted sample groups. NCI utilized Metabolon for previous metabolomics studies and in order to compare new data with data from previous studies (i.e. work continuity), NCI needs to use the same company. Metabolon is the only known company to NCI capable of performing high quality liquid and gas chromotography to measure metabolite abundance. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a statement of capabilities and or quote. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 5, 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
