- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Division of Contraceptive Discovery and Development Branch (CDDB) of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health, intends to negotiate a modification to Contract No. HHSN275200900014C entitled Biological Testing Facility, on a sole source basis to SRI International, under the authority 41 U.S.C. 253 (c)(1), FAR 6.302-1(a)(2). The Biological Testing Facility (BTF) fulfills a unique and essential role in bridging the discovery of contraceptive targets to the development and approval of the contraceptive products. To this end, the studies at the BTF encompass discovery and optimization of compounds as contraceptive agents. The BTF has an important role in enriching and providing the pre-clinical support services necessary to make progress toward the development of high quality, safe and effective male and female contraceptive products. To this end, the studies at the BTF encompass discovery and optimization of compounds as contraceptive agents. Specifically, this contract supports ongoing clinical trials and animal studies and maintains applicable Government Property, including the nonhuman primate colony, databases, product and biological inventory, animal resources and all equipment associated with the present activities as well as with prior decades of developmental research. The current initiative would be a modification to Contract No. HHSN275200900014C to extend current activities in order to support and maintain all current administrative and management activities and to allow the contractor (SRI) to complete current activities and finalize the transition plan. This modification will prevent an interruption of activities that would cause irreparable damage to program goals and government property. SRI International has some unique qualifications: 1) SRI is currently participating in the development and formulation of clinical drug products being used to support clinical trials; 2) No other organization has been able to manufacture the highly specialized GMP capsule and deliver it in a timely manner to clinical trial sites 3) There are ongoing projects with SRI to optimize oral and intramuscular preparation ; 4) SRI is able to conduct ongoing animal studies and provide the required comparative dataset under the Good Laboratory Practice (GLP) within a year The NICHD anticipates that the services above can only be completed as a part of the existing infrastructure, as awarding a new contract to another contractor at this phase would require them to duplicate the work that has already been completed. This would result in substantial damage to the investment of the government in activities, property, research infrastructure and inventory. In addition, this would result in unacceptable delays, substantial duplication of effort, and increased costs to the government. This is not a request for proposals. However, if any responsible source believes it can perform the above requirement, they may submit three (3) copies of their capability statement for consideration by the NICHD to Adelola Kellum, Contracting Officer, NICHD, CMB, NIH, 6100 Executive Blvd., MSC 7510, Bethesda, Maryland, 20892-7510 by email at lk202p@nih.gov. All responses must be received in writing no later than September 9, 2014 and must contain material in sufficient detail to allow the NICHD to determine if the party can perform this requirement. The capability statement will be considered solely for the purposes of determining whether to conduct a competitive procurement. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government.
