NOTICE OF PROPOSED ACTION (NOCA) FOR WORLDVIEW UPGRADE TO THE EAGLE VISION 1 SYSTEM DATA ACQUISTION SEGMENT (DAS) Solicitation No. FA8730-14-C-0034 AFLCMC/HBBK 11 Barksdale Street, Bldg. 1614, Hanscom Air Force Base, MA 01731 08/25/2014 Classification Code: 58 -Communication, detection, & coherent radiation equipment NAICS: 517410 - Satellite Telecommunications Contracting Officer, Daniel McCarthy, 781-225-0455; Contract Specialist, David Turnblom, 781-225-9285; Contract Specialist, Shawn Walles, 781-225-0603 This announcement constitutes a Notice of Proposed Contract Action (NOCA), by the Air Force Life Cycle Management Center (AFLCMC), Theatre C2 Directorate, Intelligence and Special Programs Division, Hanscom AFB, MA, for a noncompetitive contract for the Worldview Satellite Upgrade to be negotiated with Digital Globe, Inc. of the United States. The new contract will enhance Eagle Vision through the addition of the Worldview -1/-2 constellation. Worldview -1/2 enables the use of very high resolution commercial remote-sensing imagery for timely and persistent surveillance. The satellite is capable of direct down link, direct tasking, and downlink of on-board recorder (store and forward) for world-wide collection using existing commercial-off-the-shelf products (COTS). Additionally, the satellite provides sub-meter resolution panchromatic imagery and eight (8) bands of multi-spectral imagery to assess terrain, natural features, and man-made objects. DigitalGlobe is the sole authorized license provider of the WorldView processing system, and is therefore the only contractor able to perform the requested effort. This synopsis is for a proposed contract, IAW FAR 5.201(b)(i), for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." AFLCMC will not release to any firm, agency, or individual outside the Government, any information marked with a proprietary legend without the written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC. An AFLCMC/Hanscom-OL Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. The AFLCMC/Hanscom-OL Ombudsman located at Hanscom AFB, MA, serves as the Ombudsman for all AFLCMC/Hanscom-OL, including its GSUs. The Ombudsman hears concerns about specific issues and acquisitions from industry or Government personnel, communicates those concerns to AFLCMC/Hanscom-OL leadership, and assist in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, source selection, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the Program Manager, Contracting Officer, or Source Selection Official. When approached with an issue or query, the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as the source of the inquiry.
