- Description
- The Naval Sea Systems Command intends to award a FY15-19 Long Range Land Attack Projectile (LRLAP) production contract for the procurement of LRLAPs to Lockheed Martin, Missiles and Fire Control (LMMFC), 5600 West Sand Lake Road Orlando, Florida 32819. The LRLAP is a GPS-guided, rocket assisted projectile with a single unitary warhead capable of being fired by the MK 51 GWS and supports DDG-1000 Integrated Operational Test and Evaluation (IOTE) and Fleet inventory requirements. LRLAP is an extended range gun-fired projectile that leverages GPS guidance to fly a unitary warhead to target at a range of 23 nmi to 63 nmi. The LRLAP consists of guidance, navigation and control section, a payload section, and a propulsion section. This contract will procure LRLAPs, efforts to encanister LRLAPs and Propelling Charges in munitions containers, ordnance assessment samples, First Article Test, Technical Data Package (TDP), engineering services, and associated data. The item has not been fielded previously and will be the first precision rocket assisted munition in the Navy. Lockheed Martin is the only qualified source with the requisite knowledge, technical experience, and production capability necessary to satisfy the requirements to procure LRLAPs in a timely and cost effective manner. The proposed contract action is for supplies or services which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency (Navy) if received within fifteen (15) days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the decision of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
