- Industry Day Registration Form The Marine Corps Systems Command, Acquisition Center for Support Services (ACSS), will be holding an Industry Information Day on 24 September 2014, from 0900-1300 for parties interested in participating in the upcoming Technology Services Organization (TSO) and Facilities Services Branch (FSB) support services procurements. The TSO provides development, design, production and sustainment support of enterprise-level information technology systems; particularly business systems including but not limited to pay, personnel, budget execution, orders writing, accounting and installation systems for the Marine Corps, and other DoD components, services and agencies on a reimbursable basis. The FSB provides software development, maintenance, and system support for installations, facilities, and environment (IF&E) IT systems used within the Marine Corps Installations Command. The TSO and FSB operate as Government owned, Government operated, contractor supported Integrated Product Teams providing system operation and sustainment within a consolidated, consistent IT architecture and hosting environment at the Marine Corps IT Center in Kansas City, MO. The services to be acquired under these planned efforts fall within the general areas of software design and analysis, software development, programming, debugging, software testing, software maintenance, software installation, help desk support and management, document conversion, risk management, software process improvement, quality assurance, system operations support, project management, prototyping, development of system documentation, training, and the design, development, modification, conversion, technology infusion, and maintenance of the system and their subsystems and networks supported by the TSO and FSB. These services are currently being provided under contract number M00264-13-C-0004, issued by the Marine Corps Regional Contracting Office - National Capital Region. The TSO effort is planned to be conducted as an unrestricted full and open competition. A draft solicitation and other supporting documentation will be made available prior to Industry Day. Written questions and comments will be accepted at the end of, and up to a week after, Industry Day. Instructions on the submittal process for questions will be provided at Industry Day. Answers to all questions will be posted via this FEDBIZOPPS page. The FSB effort is planned to be set aside for small businesses, and solicited using the SeaPort-e electronic platform. The SeaPort-e platform is used for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract-holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation's engine of job growth. For SeaPort-e Rolling Admissions process please see the following website: http://www.seaport.navy.mil/SeaPort/Rolling%20Admissions.aspx The Industry Day will be conducted at the Quantico Base Theater, located on the main deck of Little Hall, 2034 Barnett Avenue, Marine Corps Base, Quantico, VA. The purpose of this Industry Day is to provide an overview of the planned TSO and FSB solicitations, and exchange information with industry concerning these efforts. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. MCSC will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. Industry Day is a no-fee event and participation is limited to 10 company representatives (that may change based on the number of responses). Companies are required to pre-register - no foreign nationals will be allowed to attend. The Registration Form (please see attachments) shall be sent to Ms. Dawn Riley at dawn.wiley@usmc.mil. One completed registration form per company is to be submitted by 3:00 PM Local time Quantico, VA, September 19, 2014 using the subject line "TSO/FSB INDUSTRY DAY REGISTRATION". An e-mail confirmation will be sent upon receipt. No phone calls will be accepted. No late registrations will be accepted, no exceptions. In order to be eligible for any eventual contract award, interested parties will need to be registered into the Central Contractor Database, http://www.ccr.gov. Attendees must present a current photo ID (driver's license, military ID, company ID or passport) matching the attendee information submitted via the Registration Form to gain entry into the event. A Government Issued I.D. is also required for admittance onto Marine Corps Base Quantico. Attendees are encouraged to arrive early to permit sufficient time for check-in. It is the Government's intent at this time to encourage Government/Industry exchanges of information to improve understanding of Government requirements and increase efficiency in future proposal preparations; thereby, enhancing the Government's ability to obtain quality supplies and services at a reasonable and affordable cost. The Government intends to share potential contractor contact information with all potential subcontractors and suppliers. Prime contractors interested in scheduling a one-on-one Government/Industry appointment need to send an email to Ms. Dawn Riley at dawn.wiley@usmc.mil no later than 3:00 PM Local time, September 22, 2014. Participation is limited to no more than six (6) industry representatives (potential prime and teammates) per meeting. Identify the subject as "Industry Day1-on-1 Exchange." A confirmation email will be sent that will include directions and points of contact for assistance. Requests to attend the Industry Day 1-on-1 Exchange will not be processed after September 22, 2014. Participation at Industry Day is NOT a prerequisite for future exchanges or submittal of proposals.
