- This Sources Sought Synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The U.S. Navy is in the process of determining industry experience and capabilities in utilizing a constant rolling contact approach vs outdated brush technology normally contained in slip ring assemblies. The pilot system for this approach is the AN/SPS-49 Radar System. This sources sought is issued solely for informational, planning purposes, and market research in accordance with FAR Part 10. This sources sought is seeking businesses capable, experienced and successful in constant rolling contact type approach as replacements for outdated brush ring technology. All responses may be used to determine the appropriate acquisition strategy for future design, development, first article testing, and production acquisitions. No award will be made from this sources sought. A solicitation may be available at a later date; therefore, do not request a copy of a solicitation at this time. NSWC Crane is not seeking proposals and will not accept unsolicited proposals in response to this sources sought synopsis. If an acquisition results from this sources sought synopsis, the scope of the acquisition may be for the preliminary design, critical design, first article testing, pre-production preparation, and production of AN/SPS-49 Slip Ring Assemblies using a constant rolling contact type technology in place of the existing brush type technology. This work may include, but is not limited to: 1. Preliminary Design Review in accordance with (IAW) tailored portions of the NAVSEA Technical Review Manual (TRM). 2. Critical Design Review IAW tailored portions of the NAVSEA TRM. 3. First Article Preparation and Execution 4. Pre-Production Planning and Execution 5. Production The physical tasking may include form, fit, and function engineering analysis; reliability, maintainability, and availability (RM&A) engineering analysis; mean time between failure (MTBF) engineering analysis; subassembly design, development, testing, and production; final inspection; and transportation of the components to NSWC Crane, Crane, IN. Interested businesses will indicate a willingness to explain their successes in similar projects where constant rolling contact type technology has been successfully used in rotating radars (or similar efforts) where high currents and voltages are commonplace and the operating environment is harsh. Firm Name, mailing address, telephone number, World Wide Web (Internet) presence (if any), size of firm [ie. small business, a small disadvantaged business, 8(a), or large business], and direct points of contact including e-mail addresses b. Evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; c. Past performance references with points of contact and e-mail addresses or telephone numbers. At least two references are requested, but more are desirable. Your response is due on 25 September 2014, at 2:00 p.m. Eastern Standard Time. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract.
