Description
Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Mystaire Incorporated, 15113 Dobbyn Creek Road, Creedmoor, NC 27522. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 337127, Institutional Furniture Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Mystaire Incorporated, 15113 Dobbyn Creek Road, Creedmoor, NC 27522 for large capacity cyanoacrylate chambers. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The Federal Bureau of Investigation (FBI) uses super glue fumes to develop latent prints on non porous and semi porous items. This is accomplished by heating super glue at high temperatures causing the glue to go from a liquid to a vapor state. The vapor adheres to the fingerprint residue left by an individual who has handled the item. This processing method is the most common print development method used by the FBI as more than 90% of the evidence processed by the FBI gets processed with super glue fumes. A large capacity cyanoacrylate chamber ducted units with dual hot plates is needed for the new FBI facility in Huntsville, AL. This chamber is required prior to evidence being processed at the new facility in order to fulfill all validation requirements and maintain FBI operations. The FBI currently owns large capacity cyanoacrylate chambers ducted units with dual hot plates built and manufactured by Mystaire Incorporated. Mystaire builds the large capacity cyanoacrylate chambers in accordance with the custom specifications provided by the FBI which meets the necessary requirements for the FBI to fulfill its mission. Mystaire is the sole provider and manufacturer of the large capacity cyanoacrylate chambers that meets the FBI specifications and owns the patent for this product. Mystaire Incorporated is the only vendor that can meet the requirements of the FBI for the large capacity cyanoacrylate chambers that are custom built to the required specifications needed by the FBI. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, August 28, 2014, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
