W912HP-14-T-0005, QUARTERS A BID SHEET THIS IS A COMBINED SYNOPOSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED ANDA WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUSTITION PROCEDURES. This solicitation is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76. Submit written proposals on RFP number W912HP-14-T-0005. The associated North American Industrial Classification System (NAICS) code for this procurement is 442110 with a small business size standard of $20.5 million. This requirement is a 100% Small Business Set Aside. The Government intends to award a Firm-Fixed-Price (FFP). The full text of a FAR Provision or clause may be accessed electronically at Http://acqusition.gov/comp/far/index.html Delivery: Delivery terms shall be FOB Destination Period of Performance: The Period of Performance shall be 21 days from the date of award. Instructions, Conditions & Notices to Offeror Evaluation Criteria: The Acquisition Strategy used for this solicitation will be utilizing a Lowest Price Technically Acceptable Process as outlined in the Federal Acquisition Regulation (FAR) Subpart 15.101-2. Award shall be made to the Contractor whose proposal is technically acceptable, and offers the lowest price to the Government. The Government will evaluate proposals based on the following evaluation criteria: 1) Price and 2) Technical. In order to be considered technically acceptable, contractors will submit the following: 1) Is SAM (www.sam.gov) registered and, 2)Represents the best value* to the government. FAR Part 2.101. *NOTE: Best value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. BRAND NAME OR EQUAL TO SOLICITATION--The government is to determine whether the product offered meets the salient characteristic of the "brand name" as listed in solicitation. Price: See Attached Quarters A Bid Sheet Basis For Award Award will be made to that Offeror whose proposal is technically acceptable and has the lowest price that is determined to be fair and reasonable. Statement of Work This document describes the specifications for purchase of furniture for Quarters A (New Orleans, LA). 1. GENERAL DESCRIPTION. 1.1 Outline of Services. This project covers the purchase of MARFORRES Headquarters, Quarters A furnishings 1.2 Site Location. MARCORSPTFAC, 2000 Opelousas Ave, New Orleans, LA, 70146. 1.3 Time for Completion. 3 weeks after award. 2. REFERENCES. The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only. 3. ATTACHMENTS. The following exhibit accompany this specification and are apart thereof. Exhibits are the property of the Government, and shall not be used for any purpose other than that contemplated by this specification. -Quarters A Bid Sheet 4. GENERAL REQUIREMENTS 4.1 Cost Proposal. Contractor's proposal shall provide a detailed breakout of all costs. This shall include, as appropriate, material (by type/quantity/cost) and shipping, etc. This will allow the Government to review the proposal to determine whether the proposed cost is fair and reasonable and if all requirements in the SOW have been met. 5. DETAILED REQUIREMENTS. 5.1 Provide and deliver the furnishings on Attachment A to MARFORRES Headquarters. All items shall be provided and adhere to the quality and specifications as listed with the manufacturer or equal manufacturer. Proposal Delivery Information: All proposals shall be received in their entirety not later than 2:00pm EST on September 3, 2014 at the U.S. Army Corps of Engineers, Charleston District, Contracting Division, 69-A Hagood Avenue, Charleston, SC, 29403.
