All offerors shall provide a quotation for the following line items: Line Item 0001: one (1) L-band fiber amplifier optimized for the amplification of transform limited pulses over 1570nm &1580nm. STATEMENT OF WORK: Background The mission of the Quantum Electronics and Photonics Division (Div 686) is to provide industry, and its suppliers and customers, with comprehensive and technically advanced measurement capabilities and standards, as well as traceability to those standards. A NIST funded initiative research program on "Advanced Metrology for Greenhouse Gas Monitoring" has major measurement challenges in the development and validation of DIfferential Absorption LIDAR (DIAL) system to monitor and quantify the 3D concentration profiles and flux of the greenhouse gases, CO2 and CH4. The high-peak power of a laser operating at 1575 nm is required to detect faint scattering from aerosol particles in the atmosphere and the high repetition rate is needed to improve the accuracy of the range resolved concentration measurements by signal averaging. Objectives/Scope The high scan rate capability of the waveform driven light source requires the implementation of new high peak power amplifiers to enable detection of aerosol scattering. The high-repetition-rate 1575 nm laser will allow for significant improvements in detection sensitivity of the greenhouse gas, CO2. The system will be used to detect in a range resolved way the concentration by full spectral scans over the line of interest. The unique properties of this system are in its microwave precision spectral scans and the ability to detect instrument artifacts from etalon fringing. We have determined that we cannot compromise on these specifications or the experiment cannot be completed. Below, we have justified why each spec is necessary for our experiment. The specifications needed and our justifications (in red) for our experiment are as follows: 1. We require a pulse laser centered at 1575 +/- 1 nm and tunable over +/- 5 nm from this center wavelength. - We require this wavelength region to enable access to a large part of the CO2 absorption band located in an atmospheric transmission window. The tunability will enable detection of different CO2 lines for temperature profiling at different altitudes and for gaining access to lines free of interferants such as water vapor. 2. We require a variable repetition rate pulsed laser operating from 20 kHz to 50 kHz and having temporal widths near 200 ns. - We require a variable repetition rate to optimize detection over different ranges since pulse rate determines the maximum distance for remote sensing. The temporal width of 200 ns determines the range bin size and is optimal for the grid size requirements for our targeted measurements. 3. We require a peak pulse energy of 200 W or greater for repetition rates from 20 kHz to 50 kHz - We require a minimum peak power of 230 W per laser pulse to ensure sufficient back scattering off of aerosol particles in a given range bin to accurately measure CO2 concentration. 4. We require a maximum of 4 mW peak input power to fully seed the amplifier. - We require a maximum peak power of 4 mW per seed laser pulse to properly match to our existing instrumentation for seeding the amplifier. 5. We require a maximum attenuation of the input seed light by -45 dB at 20 kHz repetition rate and -40 dB at 50 kHz repetition rate - We require no more than these values to minimize cost and complexity of the fast switching light source for seeding the amplifier. 6. We require a maximum amplified stimulated emission (ASE) of 5 % of the total peak power from the amplifier at the maximum input seed power of 4 mW - We require low ASE to minimize background signals that contribute to noise in the measurements. Delivery Delivery should be FOB DESTINATION and shall take place not later than 10 weeks after contract award. Quoters must include delivery date ARO for the proposed equipment. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. QUOTATION EVALUATION: Evaluation Factors Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. NIST will give preference to offerors who demonstrate that their proposed equipment exceeds NIST's requirements. Experience: NIST will evaluate the extent of the offeror's experience providing similar equipment. NIST will give preference to offerors who demonstrate they have experience delivering the same equipment they are proposing for the current requirement. Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past five years. In assessing the offeror's past performance information, NIST will evaluate, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.. Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror's past performance. The Government will assign a neutral rating if the offeror has no relevant past performance information. Price: The Government will evaluate price for reasonableness. Past Performance, Experience, and Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor. Non-Governmental Acquisition Support The Government may utilize non-Governmental acquisition support for processing of quotations submitted in response to this solicitation. These individual(s) will have access to the quotation information and will be assisting the Contracting Officer in the procurement process by performing services including, but not limited to, preparing the quotations for submission to the technical evaluators, performing past performance checks, and preparing award documents. The non-Governmental acquisition support will not conduct technical evaluations of any quotation and will not be involved in the final decision as to the awardee under this procurement.
