- Statement of Work Request for Quote In accordance with FAR 12.603(c)(2): This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-76. The Government intends to award a Firm-Fixed Price Contract based on Lowest Price Technically Acceptable (LPTA). The associated NAICS code for this acquisition is 337215 with a size standard of 500 EMP The subject Request for Quote number is: F2Z3964170AW01 McConnell AFB, KS 67221-3702 plans to acquire the following project: Cantilever Type Storage Racks The vendor must provide and install in building 1169, a cantilever type rack storage system for sheet metal storage. The storage system will consist of two separate units of single-sided cantilever storage racks which can hold a minimum of 22 storage crates(11 crates per unit). 3 extra crates are required as spares. Each unit of cantilever racks will have three 216" upright posts and three 60" long bases, with ten arms 60" long on each upright post. The base will be storage level one, with 11 levels of storage per section. Vendor shall provide 25 crates for sheet metal storage. Crate dimensions are as follows: 148" length x 52" depth x 8-1/2" height from the floor to the top edge. Each crate must be able to hold 300 lbs of sheet metal. Bottom of the crate sits directly on the cantilever storage rack arms. One unit prototype to be delivered for acceptance or modifications if required ITEM Description QTY 0001 Cantilever Type Storage Racks 2 EA 0002 Crates 25 EA 0002 Installation 1 LO THIS IS AN UNFUNDED REQUIREMENT. FUNDS ARE NOT PRESENTLY AVAILABLE. ALL OFFERS MUST BE VALID THROUGH 30 NOVEMBER 2014. Award will be made to the responsive offeror determined to be the most advantageous to the government in accordance with the criteria listed in the attached solicitation. Awardee will be required to invoice through Wide Area Work Flow (WAWF). Award can only be made to contractors registered in System for Award Management (http://www.SAM.gov). In accordance with AFFARS 5352.201-9101, Ombudsman, (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
