Box 25287 Denver, CO 80225 POINT OF CONTACT: Joy Ewalt, Contract Specialist, 303-969-2394, joy_ewalt@nps.gov PLACE OF PERFORMANCE: Jefferson National Expansion Memorial, St. Louis County, St. Louis, Missouri PLACE OF PERFORMANCE POSTAL CODE: 63102-1600 PLACE OF PERFORMANCE COUNTRY: USA Title of Project: JEFF-180194 - Luther Ely Smith Square GENERAL: The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is solicitating proposals on a full and open basis from all interested businesses having the capability to perform the work described below. This is the issuance of the solicitation. Proposal documents are available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications are available in Adobe PDF format; and drawings are available in PDF format. Plan holders will be required to visit the website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Please Note: Paper copies of the solicitation will not be made available. Prospective offerors desiring to conduct business with the DOI are requested to be registered in the Systems for Awards Management (SAM) at www.sam.gov. The NAICS Code for this requirement is 237990 size standard $36.5 million. This project is for Full and Open competition. This project is the 5th phase of projects in partnership with CityArchRiver 2015 Foundation (CAR2015) and the Missouri Department of Transportation (MoDOT). The project site includes construction and rehabilitation of visitor access to downtown St. Louis, the Old Courthouse, and the Gateway Arch Grounds and Complex. The NPS is constructing a pedestrian lid over the recessed lanes of Interstate Highway 44 through downtown St. Louis. The structural work of constructing the lid over I-44, the closure of Memorial drive lanes, and other associated transportation improvements will be performed by MoDOT and is not included in this contract. The work of this project includes site-related improvements to Luther Ely Smith Square and on top of the lid structure over I-44 (approx. 2.5 acres) and includes landscaping, pedestrian circulation to park tie-in sites, and vehicular drop-off areas. Detailed Scope: 1. Demolition and disposal/recycling of existing concrete, curbing, paving, utilities, trees, shrubs, soils, lawn, and roads. 2. Removal of existing site utilities. 3. Protection of existing elements to remain. 4. Install/construct utilities, water distribution, storm water conveyance, storm water cisterns and infiltration chambers, vaults for irrigation, earthwork, grading, walls, pavement, planting soils, soil amendments, erosion control and slope stabilization, and irrigation. 5. Installation of security measures. 6. Installation of curbs, roads, ramps and stairs. 7. Grading for ADA accessibility 8. Installation of new top soil 9. Installation of landscape plantings: sod, perennials, shrubs, and trees. 10. Construction of new pedestrian sidewalks. 11. Installation of site furnishings, including: street lights, drinking fountains, bike racks, trash cans, concrete park benches, and traffic barriers (bollards and ram walls). 12. Construction of seat walls/retaining walls The project is anticipated to be constructed beginning late 2014 and running through the 2015 construction season with no mandated seasonal shutdowns. The project work will take place on National Park Service property within the Jefferson National Expansion Memorial located in downtown St. Louis, Missouri. The estimated price is between $5,500,000 - $7,000,000 including all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. The work associated with the contract will be completed no later than October 1, 2015, based on issuance of the Notice to Proceed no later than November 30, 2014. Type of Procurement: It is anticipate that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price. A pre-proposal meeting will be held at 9:00 am Prevailing Central Time, Thursday, September 4, 2014 at the Hilton St. Louis at the Ballpark (1 South Broadway) Gateway Ballroom (2nd Floor). All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
