- STATEMENT OF WORK for a Bench-top Inductively Coupled Plasma Quadrupole Mass Spectrometer (ICP-MS) System— BRAND NAME ONLY PerkinElmer Model NexION 350D PLEASE REFER TO THE ATTACHED SOLICITATION FOR a Bench-top Inductively Coupled Plasma Quadrupole Mass Spectrometer (ICP-MS) System- BRAND NAME ONLY PerkinElmer Model NexION 350D. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. THIS ACQUISITION IS 100% SET-ASIDE FOR SMALL BUSINESS DISTRIBUTORS (UNDER SBA CLASS WAIVER). The contractor shall be a small business under the applicable size standard (SEE ABOVE) and shall provide either its own product or that of another manufacturing or processing concern. See FAR 19.102(f)(4) for additional information. CLASS WAIVER - CLASS WAIVER - SBA has granted a class waiver (effective effective 12/31/2013) of the nonmanufacturer rule for: "Not-portable, Liquid Chromatography Mass Spectrometry (LS-MS) Systems, High Performance Liquid Chromatography (HPLC) Systems, Gas Chromatography Mass Spectrometry (GC-MS) Systems, and Inductively Coupled Plasma Mass Spectrometry (ICP-MS) Systems under Product Service Code (PSC) 6640 (Laboratory Equipment and Supplies), under North American Industry Classification System (NAICS) code 334516 (Analytical Laboratory Instrument Manufacturing)." The basis for the waiver is that no small business manufacturers are manufacturing these classes of products to the Federal government. The effect of this waiver is to allow otherwise qualified small businesses to supply the products of any manufacturer on a Federal contract set aside for small businesses, Service-Disabled Veteran-owned (SDVO) small businesses or Participants in SBA's 8(a) Business Development (BD) Program. LINE ITEM 0001 is a BRAND-NAME ONLY requirement. The instrument offered must be manufactured by PerkinElmer Health Sciences, Inc. Brand-Name Only Justification: PerkinElmer is the only commercial manufacturer of a bench-top quadrupole ICP-MS instrument meeting all the necessary performance criteria required by the National Institute of Standards and Technology (NIST). The instrument system must have a multipole collision/reaction device (dual-channel) with Kinetic Energy Discrimination and be capable of measuring elemental and isotopic content with high speed, sensitivity and accuracy, capable of mitigating spectral interference in a wide variety of sample types, including samples of environmental, clinical, geological, and biological origin, be capable of interfacing with a wide range of selective separation and autosampler systems, and be capable of measuring nanoparticle size distribution in single particle ICP-MS (spICP-MS) mode. A system capable of rapid continuous data acquisition, data acquisition (dwell) times below 100 µs, rapid quadrupole scan speeds (>90,000 u/sec), and equipped with software tailored to spICP-MS analysis, including the capability to calculate transport efficiency, provide the number of particle events, provide the particle size, provide the particle size distribution, provide the particle number concentration, and provide the concentration of the ionic element fraction, is essential. Procuring a bench-top ICP-MS with these capabilities are critical to NIST's efforts to develop tools to enable a science based risk assessment of the impact of nanomaterials on the environment and human health and safety. In addition, the ICP-MS system must be capable of being interfaced with commercially available selective separation systems. Due to space limitations, a bench-top model ICP-MS is required.
