N/A THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE AIR FORCE TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS SOURCES SOUGHT. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT I. Synopsis: The Department of the Air Force, Space C2 and Surveillance Division, is conducting market research to identify sources capable of performing comprehensive Cybersecurity Information Assurance (IA) Compliance program to support the Government system security requirements for the Air Force Life Cycle Management Center (AFLCM)/HBQS and HBQG branches. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Air Force to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. This announcement is open to all qualified prime contractors regardless of size. II. Scope of Work: In accordance with NIST Special Publication 800-37, "Guide for Applying the Risk Management Framework to Federal Information Systems," the traditional Certification and Accreditation (C&A) process has been transformed into a six-step Risk Management Framework (RMF). A high-level strategy is predicated on a concept to resolve prioritized system risks across many systems. Contractor support exists for nearly every role identified by the RMF methodology. From a mission or system owner perspective, accountability rests on government roles; likewise, responsibility bearing roles can rest on the contractor. The RMF focus in this request is specific at the system level for various national security systems [missile warning and missile defense sensor systems]. Doctrine for the Risk Management Framework (RMF) methodology within the DoD begins with the following DoD instructions (DoDI): DoDI 8500.01, Cybersecurity, 14 March 2014; and DoDI 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT), 12 March 2014. Please see the attached Draft Statement of Work. V. Information Sought: Within the 5 pages specified by this Sources Sought, qualified potential prime contractors are requested to provide the following information to meet the Sources Sought objectives: (1) Identify the company as an interested party and (2) assess capabilities and experience of industrial base to support the subject effort. •1.0 Identify interested parties: •1.1 Sources may respond to all of the stated requirements or respond to only a subset of the requirements. •1.2 Interested parties that believe they have the requisite capabilities to perform as a prime contractor for this effort may submit no more than a 5 page (cover page not included), double spaced white paper. •2.0 Assess qualifications and experience of the industrial base to support this effort. At a minimum, the response should include how the contractor support can facilitate the RMF methodology for national security systems in sustainment in terms of: 2.1 Roles and responsibilities (5 - 10%), 2.2 RMF security assessment package process (75 - 85%), and 2.3 Parallel relationships between system security engineering and the system engineering processes (10 - 15%; references might include Chapter 3 of Information Assurance Technical Framework, NIST SP 800-160(draft), IEEE 1220, DoD 5000.2-R, and Figure 4 on page 39 of the DoDI 8510.01). VI. Response Information: Submit your responses via a PDF or an MS Office compatible electronic format on 8.5 x 11 paper with one-sided pages and 12 pitch font by email to Mr. Larry Talley, Contract Specialist ( larry.talley@us.af.mil ) with a courtesy copy to Ms. Jennifer Jones, Contracting Officer, ( jennifer.jones.47@us.af.mil ). Hardcopy, responses greater than 5 Megabytes (MB) should be submitted on CD-ROM or DVD in ISO 9660 format. Interested contractors should ensure any potential Organizational Conflicts of Interest have been, or are in the process of being, mitigated to the satisfaction of the Contracting Officer. This is especially critical if a company is presently supporting the Government through an Advisory and Assistance Services (A&AS) contract. The Space C2 and Surveillance Division use the Professional Acquisition Support Services ( PASS ), Engineering and Technology Acquisition Support Services ( ETASS ) and Tecolote contracts for A&AS. Responders to this Sources Sought shall indicate whether they are a large business, small business, small-disadvantaged business, 8(a) small business, women-owned small business, HUBZone small business, veteran-owned small business, or service-disabled veteran-owned small business and all applicable North American Industrial Classification System (NAICS). Interested contractors desiring to do business with the Air Force shall be registered in the DoD Central Contractor Registry. Respondents must specify if they are a U.S. or foreign owned firm. This acquisition involves data that are subject to export control requirements under the Arms Export Control Act (Department of State) or the Export Administration Regulations (Department of Commerce). The information received will assist in formulating an acquisition strategy decision. Responses are due no later than 12 September 2014, 2:00 pm Mountain Daylight Time (MDT). Responses received after this date and time may be reviewed.
