- JOFOC Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Acquisitions Branch, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20817. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure, on a sole source basis, with Carl Zeiss Microscopy, LLC, One Zeiss Drive, Thornwood, NY 10594, for the following equipment: • LSM 780, 34-Channel Microscope Channel System This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), in addition, FAR 13.5 (Test Program for Commercial Items). The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. Our ongoing research involves work that requires imaging with a confocal microscope such as research topics that include the study of Sphingolipids, which are a diverse family of cellular lipids whose structure is based on a sphingoid (long-chain base) backbone. This particular microscope is required because it's compatible with existing Zeiss software which is used in data analysis, model imaging and hardware components such as lens and cell culture housing. We have a current model which is outdated and that will be traded in for credit towards the purchase of this new one. The existing parts can't be used with another brand of confocal microscope. In addition, selecting any other brand would severely limit our experiments because of the compatibility issue with existing equipment, and the degree to which our scientific staff is already trained to use the Zeiss 780 (see attachment for more details). This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:30 AM EST on September 1, 2014. Electronic capability statements (via e-mail) will be accepted. All questions must be in writing and can be faxed to 301-480-4226 or emailed to Lisa Josephowitz, Contract Specialist, at josephol@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM). No collect calls will be accepted.
