Description
Specs (Attachment #1) The US Marshals Service (USMS) is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation DJM-14-A41-Q-6666 is being issued as a Request for Quotation (RFQ). This requirement is a 100% small business set-aside. USMS is accepting bids for the purchase of a new boiler, installation services, and the removal of the old boiler. The scope of work regarding this procurement can be seen below. - Disconnect and remove the existing boiler from the mechanical room and properly dispose of the equipment. - Provide and install one condensing energy efficient boiler (See specification sheet attached - Attachment #1) in the place of the removed equipment. - Fabricate and install the necessary hot water piping between the new equipment and the existing piping infrastructure. - Insulate all new hot water piping. - Fabricate and install new gas piping between the new equipment and the existing gas piping infrastructure. All existing gas regulators are to be reused. - Disconnect and remove the existing flu gas piping that extends thru the roof deck. - Provide and install new stainless steel class 4 flu gas vent piping utilizing the existing roof penetration. - Reconnect the electrical service to the new equipment extending the wiring and conduit as necessary. - Reconnect the building automation system wiring to the new equipment. - Provide factory startup of the new equipment and verify that all components are working properly. - Contractor to provide third party to conduct certified test and balance report. - Install company to provide the necessary lifting and rigging of equipment and materials. The price quote shall include the cost of a new boiler, installation services, and the removal of the old boiler. Interested contractors may schedule an appointment in order to view the current boiler, specifications, and location on either: - Wednesday (August 27th) at 1:00pm (EST), - Thursday (August 28th) at 10:00am (EST), or - Friday (August 29th) at 1:00pm. All visits MUST be made one day in advance to the appointment, and will only be available through an appointment. Interested contractors may contact Mr. Brandon Bryant at (318)640-4560 in order to schedule an appointment. The location of facility is in Pineville, LA. The exact address will only be provided if an appointment is made by an interested contractor. The provisions and clauses incorporated into this solicitation document can be seen below. - 52.247-34, FOB Destination - 52.212-1, Instructions to Offerors - Commercial - 52.212-2, Evaluation - Commercial Items. The following text is added to Paragraph (a) of FAR 52.212-2: (Low Price Technically Acceptable). A competitive award will be made to the responsible firm with lowest priced technically acceptable quote. - 52.212-3, Offeror Representations and Certifications - Commercial Items - 52.212-4, Contract Terms and Conditions - Commercial Items - 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items. An award will be made to the lowest priced bidder who can conform to the technical requirements listed above. The boiler that is being purchased must be new. USMS is not accepting any refurbished boilers/products. The old boiler MUST be removed, and the new boiler MUST be installed within thirty (30) calendar days of contract award. To be eligible for this award, offerors must include the following within their overall proposal: - The cost of a new boiler, - Installation services, and - The cost associated with removing the old boiler The North American Industry Classification System code is 238220and a single award will be made. All quotes are due on September 2, 2014 at 8:00am (EST). No information or questions requesting clarification will be provided over the telephone from prospective offerors. Interested offerors must submit in writing any questions concerning this solicitation no later than 2:00pm (EST) on August 28, 2014. Please submit all questions to Broderick Morris at Broderick.Morris@usdoj.gov. All quotes shall be submitted on Company Letterhead and include your firm's proposed pricing, Cage Code, Tax ID Number, and DUNS Number. All quotations must be submitted electronically to Broderick Morris at Broderick.Morris@usdoj.gov no later than 8:00am (EST) on September 2, 2014. Late quotations will not be considered for award.
