Description
The Centers for Disease Control and Prevention, NCIRD/OD, 1600 Clifton Rd. NE, Atlanta, GA, 30329, hereby announces its intent to issue a sole source contract in accordance with FAR 6.302-1 to Illumina, Inc., 520 Illumina Way, San Diego, CA 92122, to purchase two Illumina MiSeq Systems for automated generation of DNA clonal clusters. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." CDC has a need for two benchtop DNA sequencers for use in its Polio Virus Laboratories. The sequencers must meet stringent requirements for laboratory work, namely the system must run with a very low error rate during homopolymer runs (<.001% or <0.01 error per 100 bp) due to the nature of the polio virus, which may only differ by a few percent of base pairs (bp) in the region of interest. Further, a high degree of accuracy is necessary to determine the molecular epidemiologic importance of certain DNA structures within the viruses and therefore determine the appropriate programmatic response. The sequencing system also must produce a full length sequence >90% of runs for clinically relevant proteins. Among sequencers considered (MiSeq Illumina, Roche 454 GS Junior, and Life Technologies Ion Torrent PGM), only the MiSeq system was capable of meeting these standards. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contract Specialist within 15 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 7 days, negotiations will be conducted with the Illumina, Inc., as the only source and a contract will be issued without any additional notices being posted.
