- The United States Army Contracting Command, Aberdeen Proving Ground (ACC APG) intends to negotiate and award a sole-source contract Modification to Enhanced Night Vision Goggle (ENVG) Contract W91CRB-10-C-0179, pursuant to the Authority of Federal Acquisition Regulation (FAR) FAR 6.302-1 (b)(2), to L-3 Communications Corporation of 9 Akira Way, Londonderry, NH 03053. The purpose of the additional work is to provide training to the Army Military Occupational Specialty computer/ detection system repairers (MOS 94F) to use field level maintenance procedures for the AN/PSQ-20B (L-3) ENVG variant. This training is applicable to the L-3/Insight variant (AN/PSQ-20B) ENVG only, and is based on the Army's two-level maintenance concept for Field Level maintenance tasks performed by the Soldier. The two-level maintenance concept is defined by Army Regulation (AR) 750-1 and MIL-STD-40051. The ENVG system is a modular, helmet-mounted, electro-optical night vision device. The system integrates Image Intensification (I2) and Forward Looking Infrared (FLIR), or thermal sensing technology, into a single image for the user. The infrared sensor provides the Soldier the capability to rapidly detect and recognize human-sized targets, while the I2 sensor provides the Soldier the capability to see detail and to use rifle-mounted aiming lasers. The ENVG incorporates an IR-emitting light source that provides illumination in all light level conditions. MOS 94F maintenance training to be provided by L-3 is specific to the L-3 Communications Corporation ENVG configuration. The vendor will not be providing training on any other ENVG system. For each maintenance training event, all equipment, hardware, software, consumables, and travel costs shall be provided by the vendor. This includes test benches, special tools, training aids/material, batteries, handouts, and ENVG systems and spare parts with failure modes built into the component. For each maintenance course, L-3 shall supply instructors, lecturing and demonstration materials, practical application of proper ENVG maintenance, and a written exam(s) at the end of each course. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued for this action. Interested parties may identify their interest and capability to respond to this requirement, no later than 12:00 pm EST, 5 September 2014. All information submitted should support the offerors capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these services.
