Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: National Association for Children of Alcoholics (NACoA) 11426 Rockville Pike, Suite 100 Rockville, MD 20852 SAMHSA is seeking to enhance the effectiveness of its existing family and faith-based educational resources, in particular CSAT's Community Faith-Based Initiative, through a series of educational webinars. SAMHSA seeks to tailor these educational webinars toward faith leaders who can enhance their congregants' awareness about alcohol and drug problems and co-occurring mental health conditions. Local faith communities are uniquely positioned to help persons affected by mental and/or substance use disorders and their families -including their children- to break down barriers to seeking treatment. Through this acquisition SAMHSA seeks to provide clergy leaders with appropriate information and congregation education materials to address such behavioral health problems. NACoA is the only organization exclusively addressing the impact and trauma that substance use problems have on families and children, and not only on the person with the active addiction. Through its membership and affiliate organizations, NACoA works on behalf of vulnerable children of alcohol and drug dependent parents by utilizing an array of different approaches. NACoA established a broad ranging Faith Initiative, which includes The Clergy Education and Training Project (CETP). NACoA has been the managing agency in the multi-phase CETP which has partnered with leading national clergy and pastoral care educational organizations since its inception in 2001. Core Competencies, curriculum development, development of free materials for distribution through congregations for educational efforts, and partnerships with federal agencies, leading pastoral counseling organizations and seminary training programs are all part of CETP. Moreover, NACoA's Boards of Directors, Advisers and Scientific Advisers comprise many of the most knowledgeable national experts in the field. NACoA has a history of producing high quality, effective materials designed to help members of the general public as well as those affected adversely by addiction in the family. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
