- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Young People in Recovery 2500 Magnolia Street Denver, CO 80207 SAMHSA has a need for training curricula to develop a cadre of peer support coaches made up of youth and young adults in recovery from mental and/or substance use disorders. The acquisition calls for an organization represented by youth or young people who have experienced or have been involved in the juvenile justice system and who are in recovery from mental and/or substance use disorders to develop the training curricula off of evidence-based practices as well as their own lived experiences. Through this effort, SAMHSA seeks to reach out to other youth of color at risk, whether it is to prevent or mitigate their involvement with the juvenile justice system, to provide treatment and recovery support services, and to address racial and ethnic disparities within that system, or a combination of all. SAMHSA seeks to conduct a training of trainers for these young individuals to serve as peer support coaches and to address mental and/or substance use disorders which are often intertwined with the juvenile justice system. Young People in Recovery (YPR) is the only national advocacy organization made up of youth and young adults in recovery from substance use disorders. Through its network of city and state chapters, YPR identifies and supports key policy measures already set in place in their communities in regards to behavioral health issues affecting other youth and young adults. YPR members use the power of their personal testimonies and recovery stories to give a face to recovery and to educate and assist community leaders in developing and implementing policies to mitigate stigma and discrimination against people in recovery or people seeking recovery support services. These testimonials also create a beacon of hope for other youth and young individuals who might be struggling with substance use issues and encourage them to seek treatment. YPR chapters also advocate for better access to employment, housing, education, and other recovery related resources for young people exclusively. By the same token, YPR local chapters do work with youth and young adults at-risk to develop the skills sets needed for securing suitable employment, acquiring safe and affordable housing, and exploring continuing education. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
