- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Entertainment Industries Council (EIC), Inc. 1856 Old Reston Avenue, Suite 215 Reston, VA 20190 SAMHSA is seeking to conduct a series of live webcasts in a panel format using behavioral health and social marketing professionals, and persons in recovery from mental and or substance use disorders. Topics to be covered will include the anatomy of current language that is used to refer to persons in recovery in the entertainment industry media and conversely, the appropriate terminology to use when referring to those facing a mental and/or substance use disorder. The purpose is to educate broadcast industry producers and writers, technical and non-technical production staff, and the magazine industry editors who cover the entertainment industry on how the use of language can affect the broader community as it relates to mental and/or substance use disorder issues. Moreover, the series of webcasts will cover the potential negative consequences of not using appropriate language and hear examples of experiences lived by those in recovery as a result. EIC is the leading organization in the entertainment industry that provides information, awareness and understanding of major health and social issues among the entertainment industries and to audiences at large. EIC represents the entertainment industry's best examples of accurately depicting health and social issues onscreen in feature films, TV and music videos, in music and within the pages of comic books. In addition, EIC takes an active role in helping entertainment creators maximize the realistic attributes of health and social issues in their productions by providing educational services and resources, including briefings, consultations, and publications that spotlight specific health issues, including mental and/or substance use disorders. Along with it, this organization brings in an array of partnerships it has fostered with other major organizations such as FX Networks, the News Corporation, and the Robert Wood Johnson Foundation, which help extend the reach of the work and materials EIC develops. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
