Description
The is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This document provisions and clauses incorporated herein are those if effect through Federal Acquisition Circular 2005-76. This is a 100% Small Business set-aside. This is a firm-fixed price procurement and will be procured using commercial procedures. Solicitation Number is F3T3CE4112A001 and this solicitation is issued as a request for quote. The NAICS code 541350 applies to this solicitation. The size standard is $7.5M. Per FAR 13.004(a) A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. FAR 13.004(b) states "When appropriate, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, preferably in writing, as defined at 2.101. In other circumstances, the supplier may indicate acceptance by furnishing the supplies or services ordered or by proceeding with the work to the point where substantial performance has occurred. The item description is as follows with all work to be completed and delivered to the 4th Civil Engineering Squadron: CLIN 0001: Structural Burn Building Inspection: The contractor shall provide a licensed professional engineer with live fire training structure experience/expertise, all necessary equipment, and services required to properly inspect a live fire training structure. Inspections and testing will be accomplished IAW NFPA 1403 Standard on Live Fire Training Evolutions (2007 Edition, Chapter 5-Gas Fired Live Fire Training Structures, and Chapter 6-Non-Gas-Fired Live Fire Training Structures), and manufactures recommendations.
