Description

Sole Source Justification The U.S. Patent and Trademark Office (USPTO), Office of Procurement, has a requirement to acquire M-Lex Digital Risk subscription and intends to award a sole-source purchase order to M Lex US Inc (DUNS Number: 067677805), 1776 I Street NW, Washington, DC 20006 for a USPTO Office of Public Affairs (OPA) enterprise-wide license to access the MLex Digital Risk subscription service. NAICS Code is 511199 (All Other Publishers), Federal Supply Code is 7690 (Miscellaneous Printed Matter), and Small Business Size Standard is 500 employees. This service online will provide access to MLex proprietary features, specifically analysis of regulatory risks. This is not a Request for Quote (RFQ). No RFQ will be issued. However, interested parties that could potentially offer such subscription services and can provide documentation of being an authorized dealer or reseller of MLex Subscription Services may submit such information to the Contracting Officer Doug Reed. Contractors are hereby notified that as a result of USPTO's exemption from the Competition in Contracting Act, the subject requirement may be procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A). If the PTAG Alternative Competition Method is used, the solicitation may only be issued to those determined to be capable of providing the required services or products. This determination will be made based on USPTO's market research, including the responses to this Special Notice.
