- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W911SD-14-T-0373 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 332420 with a small business size standard of 500.00 employees.This requirement is a [ Total HUB-Zone ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-09-02 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Statement of Work. The MICC West Point requires the following items, Purchase Description Determined by Line Item, to the following: Base Period of Performance: 09/15/2014 - 09/14/2015 LI 001: 0001 UST LEAK DETECTIONThis task includes: Read and Printout Automatic Tank Gauge (ATG) monitor. SEE SOW, 208, EA; LI 002: 0002 MONTHLY UST INSPECTION0002 UST inspection is done using the protocol on the COR-provided form (Overall UST System Inspection). SEE SOW, 576, EA; LI 003: 0003 AST MONTHLY INSPECTION The AST inspection is done using the protocol on the COR-provided form (AST inspection form). SEE SOW, 240, EA; LI 004: 0004Trouble shoot and repair leak detection monitors. SEE SOW, 30, EA; LI 005: 0005 REPLACE LEAK DETECTION PRINTERS. Replace printers at Leak detection gauges. SEE SOW, 2, EA; LI 006: 0006 Additional leak detection services will be performed on new tanks, or on existing tanks that require additional monitoring. SEE SOW, 5, EA; LI 007: 0007 ADDITIONAL UST INSPECTION More frequent inspections of existing USTs, or additional inspections of newly installed USTs. SEE SOW, 5, EA; LI 008: 0008 ADDITIONAL AST INSPECTION More frequent inspections of existing ASTs, or additional inspections of newly installed ASTs. SEE SOW, 5, EA; LI 009: 0009 REPLACE SIGN. Tanks with missing or incorrect signage will be re-labeled with permanent, non-removable, durable signs meeting NYS standards for petroleum tanks. SEE SOW, 20, EA; LI 010: 0010 REPLACE GAGE. Defective tank level gauges will be replaced in kind and will meet design requirements for registered petroleum tanks. SEE SOW, 20, EA; LI 011: 0011 After hours service calls. SEE SOW, 62, HOURS; LI 012: 0012 PARTS The Government will only pay the Contractor for required parts to repair or replace detection monitors and gauges. This line will be funded by the government. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC West Point intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC West Point is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
