- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number NGCE-707969 is issued as a Request for Quote (RFQ), and the acquisition procedures at FAR Part 13 are being utilized. We will require a firm fixed price quote FOB Destination and they will be evaluated according to the best value to the government based on technical requirements and price. Responses can be emailed to george.wilson@ftw.usda.gov, or by fax to attention George Wilson at 817-509-3588 or by hard copy mail to arrive no later than the closing date and time. It is the responder's responsibility to insure receipt of quote. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76 effective July 25, 2014. (iv) All responsible sources are encouraged to submit a quote and capabilities statement. The applicable NAICS code is 423490, which has a size standard of 100 employees. For more information on size standards visit http://www.sba.gov/size. (v) Contract Line Item Numbers (CLINs). (1) Nylon Carrying Case (25 each) (2) Spectra Precision Mobile Mapper 20 3G (25 each) (3) 8GB Scandisk micro SDHC memory card (25 each) or equivalent. (vi) Description of Requirement. The mission of the Natural Resources Conservation Service (NRCS) is "Helping People Help the Land." The National Geospatial Center of Excellence provides guidance and support to all NRCS program activities that utilize GPS. To this end, the NGCE seeks to purchase 25 Spectra Precision Mobile Mapper 20 updated data collectors with integrated GPS. The data collectors will be deployed to the Iowa NRCS field staff for use in conservation operations. The data collectors will allow for the removal of an ITS security exception that has been in place since April 2013. The security exception allows Iowa NRCS field staff to connect Mobile Mapper 6 data collectors to the USDA network. Without the exception - the field staff can't connect the collectors and transfer data describing resource concerns and inventories. The Mobile Mapper 20 is a follow on data collector to the Mobile Mapper 10 - which is now a discontinued product. Completion of this procurement would provide the following benefits to Iowa NRCS: (A) The ITS security exception (CRQ Exception 617854, May 2013) can be turned off and USDA network security settings can be restored to normal USGCB compliant operation and (B) The Mobile Mapper 20 is very close to the Mobile Mapper 10 in performance, specifications, form factor, and user interface; therefore extra cost for support and training will be minimal for deployment of this device. The purchase of the aforementioned data collectors with GPS is necessitated by the need to procure replacement devices that are US Government Configuration Baseline (USGCB) compliant. Some 725 data collectors with GPS were found to be non-compliant in May 2013. The NGCE intends to replace all non-compliant units with compliant units. The 25 units will provide Iowa NRCS with devices needed to complete field deployment of devices initiated in FY13 and turn off an ITS security exception. The Mobile Mapper 20 has been tested and found to be USGCB compliant. (vii) Date(s) and Place(s) of Delivery and Acceptance. The delivery location for these items is USDA-Natural Resources Conservation Service, National Geospatial Management Center 501 W, Felix Street, Building 23 Fort Worth, Texas 76115. NOTE: QUOTE MUST BE F.O.B. DESTINATION (viii) Technical standards from 36 CFR part 1194 Subpart B have been determined not to apply this acquisition. Functional performance criteria from 36 CFR part 1194 Subpart C have been determined to not apply this acquisition. Information, documentation, and support requirements from 36 CFR part 1194 Subpart D have been determined not to apply this acquisition. (ix) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (x) FAR provision 52.212-2, Evaluation-Commercial Items does not apply to this solicitation. This solicitation will be awarded based on best value to the government evaluated under FAR 13.106-2 using the factors of technical capability, price and past performance. (xi) Offerors are required to complete the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. This must be completed at SAM.gov and the registration in an "Active" status. (xii) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and addenda not attached. (xiii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to this acquisition.
