Description
Q1. Will we be able to park the shuttles onsite, or in one of the offsite shuttle lots, when they are not in use? A1. No. Vendor must provide their own space off site when not in use. Q2. Is it possible to get a map of the Shuttle route? A2. Please see exhibit A and B below. Q3. Is there a page number requirement A3. Technical Proposal: Submit technical proposal in a format which clearly addresses the evaluation factors. Each response shall address each factor/sub factor in the sequence listed below and clearly identify which factor is being addressed. The offeror must identify any subcontractors proposed under this solicitation. All technical elements applicable to the utilization of subcontractors must be addressed in the technical proposal and detail provided.) The Technical Volume shall not exceed twenty five (25) pages in length (minimum 12-point font). Page limitation includes any drawings, charts, etc., and excludes section dividers, table of contents, list of figures/tables, glossary of terms and cross-referencing indices and resumes (all of which are not considered content pages). Q4. Where can we find instructions to the offeror and are there any special instructions (reps and certs submittal, etc) A4. The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at https://www.sam.gov/portal/public/SAM/. Q5. Please explain the Past Performance requirement ¦ A5. Past Performance factors will be rated on an "Acceptable/Unacceptable/Neutral" basis. Past performance information will be utilized to determine the quality of the contractor's past performance as it relates to the probability of success of the required effort. The Government will evaluate customer satisfaction, responsiveness to customer needs, and past demonstration of meeting delivery schedules and the delivery of quality services. Emphasis will be on recent, relevant past performance in the previous 3 years. Recent is defined as work performed within the last three years. Relevant is defined as work similar in size and scope of the work described in the Performance Work Statement (PWS). Past performance information is one indicator of an offeror's ability to perform the contract successfully. Current and relevant information, source of information, context of data, and general trends in Contractor's performance shall be considered as it pertains to the performance of work described in this solicitation. Offerors may provide information on problems encountered on identified contracts and the offeror's corrective action. The Government shall consider this information as well as information obtained from any other sources when evaluating the offeror's past performance. Since the Government may not necessarily interview all of the sources provided by the offerors, it is incumbent upon the offeror to explain the relevance of the data provided. Offerors are reminded that the Government may elect to consider data obtained from other sources. Offerors with no relevant past performance or whom information is not available, shall not be evaluated favorably or unfavorably on past performance. Q6. Could you give me any information on the number of daily employees you have that will need to be shuttled for the Durham, NC posting. Also if you have a map that shows the employee parking area in contrast to the drop off area please forward that to me. A6. Pavilion route currently averages approx 120 passengers am, 100 psgrs pm daily. Somewhat higher in extreme hot or cold weather, lower in mild weather (when some people will elect to walk). NC Mutual averages approx 75 psgrs / day. Q7. Does the Combined Synopsis/Solicitation under solicitation number VA24614Q1072 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government? A7. Yes the current contract number is VA-246-P-0762. No this is not a new requirement for the government. Q8. In paragraph 1.1, 1.1.1 and 1.1.2 Shuttle services you are requesting one (1), fourteen (14)-passenger minimum bus. In paragraph 1.3 for vehicles it states the type of vehicle required: 14-passenger minimum Van or Bus. Please clarify because the cost of vehicles differ. A shuttle bus allows for the person to walk in and be seated. The van the person has to bend down and they are very tightly seated together. Which vehicle do you want pricing on as they are considerably different in cost. A8. Durham VAMC has always provided a minimum 14 passenger bus for their patients and employees. Durham will be requiring the bus. SOW section 1.3 is revised to read: 1.3 Vehicles: Government Requests for these services will include the following information: Type of Vehicle required: 14-passenger minimum Bus Estimated Services (dispatch) hours required Required Departure Time and Location of Destination Estimated Number of Passengers ? Exhibit A: Exhibit B
