Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 Description SOURCES SOUGHT NOTICE Decentralize Utility Annex Boilers and Hot Water System, OPF 3 and TPSF INTRODUCTION The National Aeronautics and Space Administration (NASA) at the John F. Kennedy Space Center (KSC) is seeking capability statements from all interested parties, including Large, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Decentralize Utility Annex Boilers and Hot Water System, OPF 3 and TPSF at Kennedy Space Center, Florida 32899. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The North American Industry Classification System (NAICS) code for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $15 million. Estimated award date for this contract is November 2014, with a project period of performance of approximately 180 calendar days. Estimated award amount is between $1,000,000 and $5,000,000. SCOPE OF WORK The work includes, but is not limited to, demolition of existing high temperature hot water piping, pumps, and heat exchangers and installation of low-temperature, modular boilers and pumps at Orbiter Processing Facility 3 (OPF 3), Building K6-0696, and the Thermal Protection System Facility (TPSF), Building K6-0794. There is related demolition and new work scope included for boiler controls, electrical power, and equipment housekeeping pads. The facilities will be undergoing other construction modifications during the performance of this construction project and close coordination with the Governments team will be required. Specifically, this project consists of, but is not limited to: A. Decentralize Utility Annex Boilers and Hot Water System, OPF 3 and TPSF. 1. Removal of an existing skid-mounted heat exchanger and with integral pumps at the TPSF. 2. Removal of existing high temperature hot water supply and return piping at the TPSF. 3. Removal of portions of existing and temporary hot water supply and return lines for installation of new isolation valves. 4. Installation of two (2) low-temperature, modular boilers and accessories at the TPSF mounted on housekeeping pads. 5. Installation of two (2) end-suction pumps mounted on housekeeping pads for hot water distribution and recirculation at the TPSF. 6. Installation of a control system for the boilers and pumps, along with connection of outputs for remote monitoring of boiler and pump status at the TPSF. 7. Modification of electrical power systems as required for powering the new modular boilers and pumps at the TPSF. 8. Removal of an existing heat exchanger and three (3) hot water distribution pumps in a mechanical room at OPF 3 9. Removal of existing high temperature hot water supply and return piping at OPF 3. 10. Removal of portions of existing hot water supply and return piping for reconnection of new piping at OPF 3. 11. Installation of three (3) low temperature, modular boilers and accessories mounted on housekeeping pads at OPF 3 former ECLSS Building, K6-0696B. 12. Installation of five (5) end-suction pumps mounting on housekeeping pads in K6-0696B for hot water distribution and recirculation at OPF 3. 13. Installation of a control system for the modular boilers and pumps at K6-0696B that provides local monitoring and control only. 14. Modification of existing electrical power systems as required for powering the new modular boilers and pumps at the OPF 3 and Building K6-0696B. B. Contractor will be required to closely coordinate all sub-contractors trades and provide detailed CAD based dimensioned fabrication, coordination, and installation drawings for the multiple systems described above as required by design documentation. C. Contractor will be required to provide independent (without Government witness) testing results of each system and provide full support to operate the system for the Governments witnessed acceptance testing including functional and system integration testing. CAPABILITY STATEMENT It is requested that interested business firms having the capabilities necessary to meet or exceed all aspects of the effort described herein, submit to the contracting office a capabilities statement demonstrating ability to perform the services listed above. The capability package shall be no more than ten (10) pages in length and printed in not smaller than 12 point type. The capabilities statement will consist of a: 1 page cover sheet referencing Source Sought Notice NNK14GUMKE_BOILERS_HWS, Capabilities Statement Decentralize Utility Annex Boilers and Hot Water System, OPF 3 and TPSF. And; 4 pages discussing: 1. Company Name, DUNS Number, Address, Description of Principal Business Activity, Primary Point of Contact (E-mail address and phone number). 2. Business size and number of employees. Specifically state whether your firm is a large or small business in NAICS Code 238220. Description of principal business activity; number of employees; and specifically identify if you are a HUBZone small business, a service-disabled veteran owned small business, an economically disadvantaged woman-owned small business, or an 8(a) small business. 3. Financial Capability Provide bonding capacity of your firm and the most current Balance Sheet and Income Statement, and the firms average annual revenue for the past 3 years. 4. Experience Provide the number of years in business and listing of relevant work performed in the previous five (5) years. Relevant work for the purposes of this Notice can be defined as, but not limited to, the following: a. Projects involving installation of low temperature modular boilers. b. Projects involving installation and demolition of hot water piping. c. Projects involving installation of pumps for hot water distribution. d. Projects involving installation of control systems for hot water boilers and pumps. e. Projects involving work on electrical power systems for powering mechanical equipment. Remaining pages can be used to further elaborate on experience or testing lab information.
