Description
Statement of work The Military Sealift Command, Ship Support Unit (MSC-SSU) has a requirement to remove and properly dispose 45,100 gallons of oily waste (approximately 10% water) from Naval Base Guam. • Period of Performance: 07-20 September 2014 • Location: X-ray pier, Naval Base Guam • Oily waste is contained in sealed 55 gallon drums. Total of 820 palletized drums with four drums per pallet. • The contractor shall comply with all applicable Federal, US Navy and local regulations regarding the safe handling, storage, removal and disposal of oil and oily waste to include, but not limited to: o Guam EPA Solid Waste Management permit o US EPA Transportation Identification number o Approved US Coast Guard Spill Response Plan • Contractor to provide, material, labor, management and equipment to include appropriate transportation and forklifts. • This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. • Solicitation number is MSCSSUGUAM 101 and is being issued as a Request for Quotes (RFQ). • The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-76, 25 August 2014. • The associated NAICS code is 562112 and this procurement is being set-aside for small businesses. The small business size standard is $12.5M. • The following provisions and clauses apply to this RFQ. • FAR 52.212-1 Instructions to Offerors • Far 52.212-2 Evaluation: The Government will award a contract resulting from this solicitation to responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government. Award will be based on lowest price technically acceptable. Award will be made without discussions; however, the Government reserves the right to open discussion anytime during evaluation. • FAR 52.212-3 Offeror Representations and Certifications-Commercial Items; Offeror must be currently registered in the SAM website with Representations and Certifications complete. • FAR 52.212-4 Contract Terms & Conditions-Commercial Items • FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
