Description

The NAVSUP Fleet Logistics Center San Diego ((NAVSUP FLCSD) is seeking qualified 8(a) �s, Hubzones, Women owned and Service Disabled Vets sources that have capability to provide Management Information System for Finance Support at Naval Postgraduate School (NPS) in Monterey, CA. NPS has utilized and customized the Kuali Financial System (KFS) as a Management Information System for finance. KFS provides a comprehensive suite of financial software designed to meet the needs of all Carnegie Class institutions. KFS incorporates baseline financial information system functionality and approved enhancements, in what has become the Kuali mold: a collaborative approach to design, an open development platform, and a web-based operating environment. The KFS system requires customization for the development of management reports and several financial reports that will require further translation, customizations, and migration support. Six major web-based KFS financial reports are currently in operation, with requirements defined for up to nine additional KFS financial reports, to be interoperable with current operating KFS financial reports. Contractor interface is primarily with KFS Ombudsman team and up to 20 comptroller personnel. Campus-wide KFS financial report users include but are not limited to: top management of the ten divisions and over 70 departments, over 700 fiscal officers and over 80 funds reviewers and financial management analysts. This procurement is anticipated to be a Firm Fixed Price. The Period of Performance is from 27 September 2014 through 26 September 2015 for one year only. The North American Industry Classification (NAICS) Code is 541519 and the Small Business Size Standard is $27.5M. A DRAFT Performance Work Statement is attached. The purpose of this Sources Sought Notice is to locate and identify qualified 8(a)s, Hubzones, Women and Service Disabled Vets sources to determine if sources exist. Interested 8(a)s, Hubzones, Women and Service Disabled Vets are invited to respond to this sources sought announcement by demonstrating Technical Capabilities (not to exceed ten (10) pages that summarizes relevant experience, knowledge, and capabilities consistent with the effort described in the Draft Statement Of Work/ Performance Work Statement (S OW/PWS). Respondents shall provide information related to contracts where the respondent was involved at a comparable level of effort. In addition, interested 8(a)s, Hubzones, Women and Service Disabled Vets firms are invited to respond to this sources sought announcement by providing the following: (1) name and address of applicant (corporate/principal office); (2) name, telephone and email address of point of contact; (3) NAICS and Cage Code; and (4) contractor �s technical capabilities statement. Interested firms are requested to submit information statement electronically by 2:00 p.m. PST on 05 September 2014 to the POC e-mail-address listed. No cost data should be submitted. The Government will not pay for any materials provided in response to this notice or any follow-up information requests. Respondents will not be notified of the results of the evaluation. NAVSUP FLCSD will utilize the information for technical and acquisition planning only.
