Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Chemical Sciences Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Rosemount Analytical, Inc, Solon, OH, 44139, for the purchase of a Trace CO and CO2 Process NDIR Analyzer, to be located at NIST, 100 Bureau Drive, Gaithersburg, MD. Sole Source determination is based on the following: The Gas Metrology Group of the Chemical Sciences Division at NIST certifies approximately eighty compressed gas Standard Reference Materials (SRMs). Most of them require analysis for trace levels of CO and/or CO2. NIST requires a real-time, flow-through process analyzer to reduce the analysis time by 80-90% with no loss of accuracy. The analyzer must be able to measure trace levels and also 10-100 times as much. The analyzer must have 4 channels [(0-5ppm CO2; 0-500ppm CO2 (high range); 0-10ppm CO; 0-1000ppm CO (high range)] and must have a sample flow rate of 0.2 to 1.0 liters/minute. In addition, it must have the ability to eliminate interference of high CO2 content on measurement of low CO, and the ability to eliminate high CO content on measurement of low CO2. Rosemount Analytical, Inc., is the only vendor capable of providing the required Trace CO and CO2 Process NDIR Analyzer that meets the Government's minimum requirements. Rosemount Analytical is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334513, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by September 9, 2014, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
