- A market survey is being conducted to determine if there are a reasonable number of qualified small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZONE, 8A, Woman Owned Small Business or Service Disabled Veteran Owned Business and you are interested and qualified in this project please respond appropriately. The proposed project is for the construction of a hydrant fuel system with eight hydrant outlets, two 1,192-kiloliter (kL) (315,000-gallon) above ground fuel storage tanks, 114 liter-per-second (1,800 gallon-per-minute) pumphouse and fuel filter/separator facility with emergency generator, two truck fillstands, hydrant hose truck parking and checkout, product recovery system, truck off-loading facilities with remote receipt capability, transfer pipeline and 286 SF storage facility. Work includes all necessary control systems, cathodic protection, automatic tanks gauging, fire protection, site work, demolition, utility connections, fencing, and security lighting. Provide fuel truck acceleration and turning lanes on an existing state road adjacent to the fuel farm. Project includes remediation of fuel contaminated soil funded by other appropriation. Contract duration is estimated at 20 Months. The estimated cost range is $25-$35 M (Construction Contract Amount). NAICS is Oil and Gas Pipeline and Related Structures Construction. All interested Small Businesses, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business contractors should respond to this survey by email 15 September 2014 by 12:00 EST. Responses should include: (1) Identification and verification of the company's small business status. (2) The level of performance and payment bonding capacity that the company could attain for the proposed project. (3) Descriptions of Relevant Experience - Criteria: Only relevant projects completed within the last 5yrs. a. Projects similar in scope to this project include: Prior military fueling systems experience for the construction of new DoD type III fueling systems as defined in DoD Unified Facilities Criteria. Pressured hydrant fuel systems and associated pump house at airport facilities, transfer pipeline systems with bulk fuel pump house, airfield fuel projects with associated full-depth pavement replacement. Maintenance or repair (as defined in 10 U.S.C 2811) work performed on these types of fueling systems, or components of these fueling systems, is not considered relevant. b. Projects similar in size to this project include: Pressurized hydrant fuel system with 8-16 hydrants outlets. Projects including the installation of two 1,192-kiloliter (kL) (315,000-gallon) above ground fuel storage tanks and 114 liter-per-second (1,800 gallon-per-minute) pump house. c. Projects similar in dollar value to this project include: $25M - $35M (4) A statement of the portion of the work that will be self performed on this project, and how it will be accomplished.
